Terms of Reference for the provision of consultancy services to develop a Community Scorecard manual and build Generation G Rwanda Coalition on that manual.

Background and context

About RWAMREC

Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches in preventing gender-based violence in Rwanda. Basing on the understanding for the Men Engage approach, RWAMREC works in the following 4 areas: Community empowerment; building Healthy Families, Promotion of Gender Justice and Youth Mentorship. RWAMREC operates in 24 districts of Rwanda to promote gender equality and to fight against sexual and gender-based violence.

About Generation Gender (GenG) Rwanda Program

Generation G Rwanda is a coalition; led by RWAMREC, that brings together three NGOs including the Rwanda Men’s Resource Centre (RWAMREC), Health Development Initiative (HDI), and African Youth and Adolescent Network (AfriYAN), which have been collaborating in gender-related advocacy efforts since 2017. The objective of this 5 years program is to engage youth meaningful for a gender just and violence-free society that gives impetus to the Gender and GBV policies in Rwanda.

The Generation G Rwanda coalition intends to contribute effectively to the amplification of young feminist voices, strengthening the role of young men as allies, by focusing on human rights and youth participation and reversing harmful norms and unequal power relations stemming from intersecting identities, to embrace sexual and gender diversity through a gender-transformative approach.

In order to influence different actors to change and ally with them on advocacy journey, we need interventions designed with respect to gender transformative approach, meaningful and inclusive youth participation, inclusiveness, do no harm and accountability such as a youth and women inclusive community scorecard which will allow monitoring of gender and GBV policies in youth and women perspectives, empower citizens to identify policy gaps and provide feedback to policy implementation, and improve the accountability of service providers.

This is why at the community level; in order to ensure citizen’s participation, the community scorecard (CSC) approach will be employed to fit the needs and style of youth and women as well as the inclusion of people with specific needs. And RWAMREC will be using Community Scorecard to ensure accountability in the adoption, adaptation, and implementation of GTA by policymakers

That said, RWAMREC as a lead member of the GenG Rwanda coalition is looking for a consultant to develop a youth and women inclusive community scorecard module and conduct the training for the staff of RWAMREC, HDI, and AfriYAN.

Purpose of the assignment

The purpose of this assignment is to increase the capacity of the Generation G Rwandan coalition members in policy review and analysis and advocacy using the community scorecard model. This will be done through

Developing a youth and women inclusive community scorecard manual
Train Generation G Rwandan coalition members about the Community Scorecard and the use of the manual.
Expected outcomes

At the end of this assignment, we expect:

To have a final version of the manual in PDF (ready to be printed – A4) and in a word document.
Generation G Rwandan coalition members to have advanced knowledge and skills about CSC and how to use this manual.
To have a training report with recommendations.
Tasks for the consult

The consultant will:

Develop a youth and women inclusive community scorecard module for Generation G Rwandan coalition members. This module should have 2 methodologies where one will be adapt during the Covid-19 time and another during the normal time.
Train the Generation G Rwandan coalition members (>20 people) about the community scorecard and the use of the manual
Deliverables

The consultant will submit:

Inception report detailing the methodology for the assignment and the work plan
A final version of the CSC (A4 Size) manual in Kinyarwanda and English
2 soft copies: PDF and word in Kinyarwanda and English
1 printed copy in Kinyarwanda.
A training report of the training in English.

Requirements for the consultant

Proven knowledge and working experience of at least 3 years in creating educational material as a TOT training manual on Community Scorecard.
At least 3 years of experience in consulting in gender equality and GBV prevention especially with youth and women.
Proven experience in training on Community Scorecard.
Have the ability to speak and write fluently in Kinyarwanda and English.

Duration of the consultancy

The assignment shall be completed in a period of 30 days calendar, from the date of commencement.
