The Project
WUSC, through the DREEM project, plays a unique role as a technical assistance and strategic learning partner to the Mastercard Foundation and Mastercard Foundation partners. The DREEM project contributes to the Foundation’s commitment to meaningfully include refugee and displaced youth in their Scholars Program and Young Africa Works initiative.
Young Africa Works (YAW) supports Mastercard Foundation's country partners and staff in Kenya, Ethiopia, Rwanda and Uganda to gain the knowledge, capacity and networks to meaningfully include and develop programming that meets the unique training and employment needs, opportunities and aspirations of refugee and displaced youth, especially young women.
Purpose of the assignment

Background
The mandate of DREEM and Mastercard Foundation is the provision of tailored support to refugees, displaced young people and their host communities, and strengthening the resilience/capacity of the institution to facilitate sustainable pathways to dignified and fulfilling work for refugee and displaced youth.
Rwanda alone hosted a total of 137,975 refugees and asylum seekers at the end of February 2021.The refugees mainly of Congolese and Burundian origins are hosted in 6 refugee camps; Gihembe, Nyabiheke, Kigeme, Kiziba, Mahama and Mugombwa camps. Under the Rwanda Young Africa Works (YAW) strategy, Mastercard Foundation aims to reach 1,000,000 youth with 300,000 job opportunities in the sectors of agriculture (horticulture, poultry and agroforestry), tourism and hospitality (garment, creatives, sports and tourism), digital economy and education and skills (TVETs). Of the 300, 000 jobs to be created, 3% (9,000 jobs) target refugee and displaced youth.
Through a series of webinars, WUSC will help the Foundation’s country partners and staff in Rwanda to gain the knowledge, capacity and networks to meaningfully include and develop programming that meets the unique training and employment needs, opportunities and aspirations of refugee and displaced youth, especially young women.

Scope of work
This assignment involves developing and delivering a 1.5 hour webinar on the context of refugee and displaced youth inclusion in Agriculture (horticulture, poultry, agroforestry) in Rwanda. The webinar should answer the following questions:
• How are refugee and displaced youth engaged in the identified agricultural value chains (horticulture, poultry? Is it different for men and women, youth, persons with disability and older individuals?
• What are the challenges hindering active engagement of refugee and displaced youth, especially female youth, from actively engaging in agriculture? What are the existing efforts to solve these challenges?
• What are the enablers/ opportunities that YAW partners can leverage to best engage refugees in the agriculture sector in Rwanda? Are there any unique enablers or opportunities for women?
• Are there any risks, including safeguarding risks associated with working in the sector for refugees?
• Which are the existing sources of finance for refugee and displaced youth Agri-entrepreneurs?
• What are the challenges faced by displaced and refugee populations, especially women, in accessing finance?
• Which are the local institutions working with refugees in Agriculture (including in value addition processes) ? What are they doing?
Methodology
The assignment entails development of 1.5 hour webinar content on the subject matter. This may include having an “agri-preneur” with lived refugee experience share their story (the consultant will work with the program manager to identify a speaker). The consultant is expected to refer from current publications/authentic articles (done in the last 5-years). While the context is Rwanda, we encourage collating findings with information from other countries that host refugees including Kenya, Uganda and Ethiopia.

Deliverables
• A webinar presentation (PPT slides) for the relevant subject matter
• A summary (no more than 7 page write up on the workshop subject matter
• An identified case study to be shared during the webinar
• Work with the YAW program manager to conduct a 1.5 hour webinar for the staff and partners of the Foundation

Qualifications of the Consultants
The Consultant(s) is expected to have:
• Significant familiarity with refugee context in Rwanda
• Expertise in the relevant subject matters (displaced person’s inclusion in Agriculture and financial inclusion)
• Understanding of the unique barriers, needs, challenges and opportunities for female refugees and refugees with disabilities
• Ability to write insightfully and concisely in English
• Excellent interpersonal skills
• Significant experience conducting desktop studies, case studies and hosting webinars
• Ability to develop a high quality presentation deck preferably using softwares such as CANVA etc.
• Lived experience as a refugee or displaced person is a significant asset, however not a MUST. **
