JOB DETAILS:
Job Description For Watsan Swap Secretariat Coordinator
Duties and Responsibilities include but not limited to:
Strategic Management:
• Develop and maintain relationships among Water and Sanitation Sector Working Group (SWG) members and externally with relevant actors;
• Identify opportunities and strategies to increase impact of the SWG approach;
• Identify funding sources for the development of the sector;
• Ensure coordination of SWG members;
• Ensure monitoring, review and sharing of lessons learnt from the activities of SWG members;
• Coordinate advocacy initiatives and innovations derived from learning and research according to the advocacy and communication strategy of the SWG.

Management of the Secretariat:
• The Coordinator manages/leads all Secretariat staff for the purpose of implementing Sector Working Group objectives in collaboration with members. This is done by ensuring:
• Management, supervision and support of the Secretariat to ensure the team fulfil its responsibilities;
• Organize and prepare regular SWG and thematic working group meetings;
• Reporting and updating the SWG about the sector progress through the regular SWG meetings;
• Ensuring effective communication and information sharing between members of the SWG, other relevant actors and stakeholders according to the strategy of the SWG;
• Development of projects proposals for funds mobilization and implementation, activity plans, reports and other relevant SWG Programmes to documents sector progress;
• Participate in different sector meetings;
• To develop monitoring and evaluation tools and ensure regular monitoring of SWG members activities;
• Ensure that monitoring and evaluation (M&E) tools established are applied consistently by SWG members; that there is effective M&E of all SWG Programme activities, and that M&E reports are regularly sent to SWG members and relevant external funding agencies as appropriate;
• Providing secretariat support to the SWG;
• Undertake other appropriate duties requested by the SWG Chair or his/her designate.

Finance and Donor Compliance:
• Support the host Ministry Accountant to ensure compliance and proper report of finances and grants allocated to the Secretariat account:
• Be responsible for overall financial management of the Secretariat including cash management, budget preparation and monitoring;
• Ensure that donor compliance is adhered to within the SWG Secretariat and SWG members;
• Ensure development and implementation of work and expenditure plans;
• Ensure that programmes are implemented within agreed and approved budgets by undertaking regular budget monitoring of expenditure against budget;
• Ensure that internal and donor financial reports are submitted in a timely manner and up to high quality standard;
• Support the host Ministry Internal Auditor and external funding agency(ies) auditors in conducting audits of the Secretariat and SWG members;

Monitoring & Evaluation (M&E):
• Support the coordination of monitoring and evaluation of the SWG Programmes and members’ activities:
• Ensure adherence to monitoring and evaluation guidelines, frameworks and indicators for the SWG Programme and provide technical support to embed M&E and accountability;
• In collaboration with SWG members, ensure and enhance primary stakeholder ownership of the programme via community participation and consultation and use of participatory approaches in M&E;
• Organize and facilitate meetings with SWG members on activities’ progress, learning from SWG innovations, analyzing challenges and developing solutions to develop learning points in order to share learning and contribute to the development of best practices;
• Communicate widely within the SWG and externally best practice developed through implementation, based on evidence.

Advocacy, Communications and Visibility:
• The Coordinator is responsible for coordinating advocacy, communication and visibility activities of the SWG Programme including:
• Production of briefing papers, press releases and other publications which are approved by the SWG for wider dissemination to influence practice and policy in the sector and promote the work of the SWG;
• Ensuring that high quality translations of sector documents are produced where required;
• Ensuring that documents produced for external advocacy, communication and visibility purposes are approved by individual agencies and the SWG prior to dissemination;
• Ensuring that the SWG brand and identity is clearly identified on all documents for public consumption.

Accountability:
The Coordinator is responsible for coordinating and documenting accountability activities agreed by SWG members and tracking progress against a SWG accountability framework.

Training and Capacity building:
• Identification of training needs of staff recruited to support the Secretariat;
• In consultation with SWG members, identification of the training needs of the Secretariat staff;
• Planning and where appropriate the provision of interventions to meet the identified training needs.

Minimum requirements:
• Master’s degree in any of the following fields: Economics, Project Management, Economic Policy and Management, Development Economics, Public Policy, Management, Development Studies, Business Administration, Statistics, Finance, Monitoring
• Evaluation with 5 years of relevant working experience;

Required competencies and key technical skills:
• Experience of working with major international donors;
• Proven experience (at least 5 years) in programme management and leadership, working with INGOs, NGOs, CBOs, parastatal organizations and other civil society groups;
• Thorough understanding of rights-based approaches (equity & inclusion, gender and protection issues);
• Strong financial management and donor compliance issues;
• Experience in the design and use of monitoring and evaluation systems;
• Knowledge of the key tools used by donor agencies, such as logical frameworks, results chains, theories of change, results-based management and financial administration systems;
• Experience in working and/or managing a consortium model of working;
• An understanding of the Rwandan water and sanitation context would be an advantage;
• Knowledge of National planning, Monitoring and Evaluation, project planning, project proposal writing, project management, policy formulation, research and data analysis, reporting, budgeting;
• Adequate Knowledge of National Development Agenda for the long and medium term including Vision 2020/2050 and the National Strategy for Transformation;
• Knowledge of Global, continental and regional development Agenda including the Sustainable Development Goals, Agenda 2063 and EAC Vision 2050 among others
• Having Strategic planning and decision-making capabilities;
• Knowledge of Programs and Project Planning, Monitoring & Evaluation;
• Knowledge in application of results based management;
• Knowledge on Research and data analysis, reporting, budgeting;
• Strong capabilities in quality assurance of documents;
• Confidence in using analytical software applications and tools like Microsoft Excel, SPSS, Word and PowerPoint,
• Strategic planning and decision-making capabilities;
• Strong management, team coordination, mentoring, coaching and supervision capabilities;
• Creative, proactive, solutions led and results-oriented;
• Complex Problem solving Skills and ability to handle multiple tasks effectively;
• Ability to communicate effectively in national languages (English or French and Kinyarwanda) with a wide range of stakeholders;
• Fluency in English, Kinyarwanda or French; knowledge of all these three (3) languages is an advantage
• Strong analytical, interpersonal, communication and organization skills;
• Ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures;
• Strong analytical skills and subject to matter;
• Capacity to work in a multicultural environment;
• Ability to work independently and make mature and proactive decisions informing management;
• Should have good working knowledge and experience in operations of water and sanitation systems and funding for the projects;
• Leadership skills;
• Time Management skills;
• Experience in the field of water and sanitation would be an advantage;
