Background
In its last Universal Periodic Review in January 2020, Rwanda accepted to implement 160 recommendations. Among the recommendations accepted by Rwanda, 38 of them are women’s rights-related. They specifically call upon the state to combat GBV and a couple of them tackle climate change versus women’s rights, human trafficking targeting women, social protection programmes, antenatal care, women with disabilities and gender equality.
Women organizations in Rwanda play a vital role in protecting and promoting women’s rights through different advocacy platforms. Rwanda stands out globally for its efforts in advancing gender equality and women’s empowerment (GEWE), particularly in political participation. Nearly two thirds of its parliamentary seats and 52 per cent of cabinet positions are held by women; significant progress has also been made in many sectors. Rwanda was ranked among the top 10 countries in 2020 to have narrowed the gender gap (Global Gender Gap Report 2020). Despite the progress and the work done on the ground, there has been no tailored mechanisms for women’s organizations to monitor the progress in a human rights based approach (HRBA) and produce periodic reports to relevant human rights instruments indicating what needs to improve and what the state should endeavor to implement.
After acquiring capacity on how to monitor the implementation of the recommendations, members of women organisations proceed with the development a mid-term UPR report assessing the implementation status of women’s-related recommendations assisted by the consultant. The consultant in close collaboration with members of women organisations will work hand in hand during data collection, analysis and organizing a debrief meeting together to ensure ownership of the process so that they could the same exercise on their own during the next reporting cycle.

The objective of the consultancy
Haguruka is recruiting a competent consultant who will be involved in the training of the members of women-led organizations in Rwanda and further develop UPR mid-term assessment report.
Scope of assignment
The selected Consultant shall, in a very comprehensive, integrated and holistic, undertake the following tasks:
• Train women’s rights organizations in Rwanda on human rights monitoring and reporting techniques;
• S/he will focus on the current UPR and Treaty Bodies recommendations;
• The consultant will develop data collection tools which will be used in the for data collection;
• Will jointly with members of women’s organizations conduct an assessment on the implementation status of UPR recommendations;
• S/he will hold a debrief session with data collectors;
• Draft the report and be available to present it during the validation session.

Methodology
The Consultant apply shall both qualitative and quantitative data collection methods. However, the methodologies should be designed to accommodate policy actors’ views at each stage of the consultancy.

Deliverables, Reporting and time schedule
The deliverables shall be produced as follows:
• Within 5 calendar days following the signing of the contract, the Consultant shall produce an inception report to be approved by the Supervising Team. The inception report shall provide details on how the Consultant understands the assignment and how he intends to conduct the assignment (i.e detailed description of work plan, research methodologies, institutions/actors to be involved, etc.);
• Within 20 calendar days following the date of submission of the inception report, the Consultant shall produce the 1st Draft report and receive feedback;
• Within 5 days the consultant shall submit the final assessment report with comments from the supervising team incorporated.
• The Consultant shall work under the supervision of Haguruka team.

General requirements
The consultancy Firm/ individual consultant submitting for this particular consultancy should possess the following requirements:
• A proof for similar previous consultancy
• Expertise and skills in conducting studies/research/surveys/assessments
• Understanding of UPR conceptual framework
• The consultancy firm/individual should prove to have a particular knowledge of the Justice Sector
• Having knowledge on the Environment of Human Rights in Rwanda.

Education
Master’s Degree in Law, Human Rights, Public Policy, Rural Development, and Social Science or Bachelor’s Degree in the same fields with 3 years of relevant work experience.
Language requirement
Full working knowledge of English, including excellent drafting and presentation skills; knowledge of Kinyarwanda is required.

Technical qualification evaluation criteria
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

Total score 100%
Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates and proceed to financial evaluation.
Financial arrangements
Payment will be disbursed in three installments:
• 30% of the total cost upon signature of contact;
• 50% upon submission of the first draft;
• 20% upon the approval of the report by Haguruka.
Duration
The final assessment findings document is expected to be presented no later than 1 month following the signing of the contract.
