Terms of Reference (ToR) for consultant to Develop a Child-Friendly Booklet on Child Rights.

Background

The National Child Development Agency (NCDA) with support from Plan International, is dedicated to promoting and safeguarding children's rights in Rwanda. To enhance children's understanding of their rights, NCDA seeks to develop a child-friendly booklet that simplifies complex legal and policy provisions into accessible language suitable for children of various age groups.

Objective of the Consultancy

The primary objective of this consultancy is to develop a comprehensive, engaging, and age-appropriate booklet that educates children about their rights. The booklet should be designed to be easily understood by children, incorporating visuals and language that resonate with them.

Scope of Work

The consultant will undertake the following tasks:

  • Literature Review: Examine existing laws, policies, and international instruments related to children's rights to ensure accurate and relevant content.
  • Content Development: Translate complex legal language into child-friendly text, ensuring clarity and appropriateness for different age groups.
  • Design and Layout: Collaborate with graphic designers to create engaging visuals and layouts that appeal to children.
  • Stakeholder Consultation: Engage with child rights experts, educators, and children themselves to gather feedback and ensure the content meets the needs and understanding of the target audience.
  • Translation: If necessary, translate the booklet into Kinyarwanda to reach a broader audience.
  • Validation: Present the draft booklet to key stakeholders for validation

Key Deliverables

  • Inception Report: A detailed work plan outlining the methodology, timelines, and resources required.
  • Draft Booklet: A preliminary version of the booklet for review and feedback.
  • Final Booklet: A fully designed and validated booklet ready for printing and distribution.
  • Translation Versions: Translated versions of the booklet in Kinyarwanda

Duration and Timeline

The consultancy is expected to last for a period of 3 months commencing in May 2025 and concluding in July 2025. A detailed timeline will be agreed upon during the inception phase.

Reporting channels

The consultant will report directly to the Head of Department of Child Development, Promotion and Protection at NCDA and Child Rights, Protection, Safeguarding & PSHEA Manager at Plan International Rwanda. Regular progress updates will be required as per the agreed-upon schedule.

Qualifications and Experience

The lead consultant should possess:

  • Educational Background: An advanced university degree in law, human rights, education, social sciences, or a related field.
  • Professional Experience: A minimum of 5-8 years of experience in child rights, education, or related areas, with a proven track record of developing child-friendly materials.
  • Technical Skills: Strong writing and communication skills, with the ability to simplify complex information for a young audience.
  • Language Proficiency: Fluency in English and Kinyarwanda with proficiency in additional languages considered an asset.
  • Cultural Competence: Familiarity with the cultural, social, and legal context of Rwanda, ensuring content/pictures is relevant and sensitive to the target audience.

Application Process

Interested candidates are invited to submit the following:

  • Technical Proposal: Outlining the approach and methodology for developing the booklet, including a proposed timeline.
  • Financial Proposal: Detailed budget breakdown, including consultancy fees and any other related expenses in Rwandan Francs.
  • Administrative documents (RBD &VAT Certificate, RRA/tax and RSSB clearances
  • CV: Detailed curriculum vitae highlighting relevant experience and qualifications.
  • Work Samples: Examples of previous work related to child-friendly materials or similar publications.

Budget

The consultant will be remunerated based on agreed on deliverables. The payment schedule will be as follows:

  • 40% upon submission of the inception report.
  • 30% upon completion of the submission of the drafted version of the booklet
  • 30% upon submission and approval of the final designed and validated booklet for printing.

Responsibility of Plan International and NCDA

  • Plan International will assume responsibility for covering all expenses related to the development process, including the recruitment and payment of the consultant.
  • NCDA will provide the consultant with available information about existing legal framework on child rights and support consultation with stakeholders.
