Brief information on the commissioning GIZ project
To promote sustainable economic development in partner countries, the German Development Cooperation concentrates on delivering advisory services on economic policy, unlocking the private sector’s potential, and establishing stable financial systems. Improved technical and vocational education and training (TVET) systems and labour market institutions enable people to benefit from economic growth. Together, activities aim at creating more and better jobs and reducing poverty, and they are often complemented by private sector cooperation measures.

As the population of Africa continues to grow, some 20 million new jobs are needed every year. Young people are entering the labour market, hoping to find a job that will enable them to earn a proper living and provide decent prospects for the future. Many of these jobs could be created by up-and-coming African businesses, or by foreign companies investing in Africa. However, investment constraints and trade barriers are a strong brake on private sector activity there. Inadequately qualified staff, a lack of infrastructure, and underdeveloped markets pose further challenges for the private sector.

The Federal Ministry for Economic Cooperation and Development (BMZ) is using the Special Initiative on Training and Job Creation (under the brand “Invest for Jobs”) to support German, European and African companies who invest and expand their business activities in Africa. Offering advice, contacts, and financial support, the Special Initiative aims at creating 100,000 jobs and 30,000 training places in seven African countries, including Rwanda, to improve local working conditions and promote sustainable economic development. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), among other partners.

Taking a broader perspective, the Special Initiative is contributing to the implementation of the G20 Compact with Africa and the BMZ Marshall Plan with Africa.
Farmer Business School (FBS)
The FBS is an approach developed in 2010 by the Sustainable Cocoa Business Project of GIZ with support of the Bill & Melinda Gates Foundation and member companies of the World Cocoa Foundation to promote entrepreneurial skills of smallholder farmers.

12 training modules comprise simple tools for better planning, economic analysis, and decision-making built on technical recommendations to produce cocoa, maize, and cassava, amongst other agricultural value chains. Issues related to nutrition, farm management, and financial management for household and the farming business are also tackled. The training curriculum has been designed and implemented for large-scale outreach. Since 2010, more than 480,000 farmers have been trained directly in Côte d’Ivoire, Ghana, Cameroon, Nigeria, and Togo.
The effectiveness of the FBS training has been evaluated in 2011 and confirmed by partners target groups and external consultants. One recommendation of the evaluation process is to adapt the FBS approach for other productions systems and zones.

Since 2012, 22 development programs have adopted and adapted FBS for 33 production systems other than cocoa in 19 African countries. Over 55 curricula have been developed with the support of the Sustainable Smallholder Agri-Business (SSAB) program. As at March 2018, the total outreach in Africa is exceeding 1,2 Million smallholders. On average, 33 percent of farmers trained are women. Since 2017, the FBS Advisory Facility provides support to interested rural development institutions, private companies or development programs.

The new GIZ Agribusiness Facility for Africa programme (ABF) started on 1st January 2020. The ABF supports development cooperation programmes, companies and institutions in the introduction and implementation of agribusiness training. Other trainings such as the Cooperative Business School (CBS) and the Processor Business School (PBS), were developed on demand and, like FBS, are already adopted by other development institutions and programmes. FBS is based on the quality standards established by SSAB and proven impact models.

The core of the FBS modules focus on income-oriented decision making based on cost-benefit analyses of different technologies for a lead crop and two other food crops, combined with strategy development to diversify income. Monitoring results and independent studies demonstrate the effectiveness and impact of FBS regarding these aspects, and the increasing training-demand from farmers as well as training evaluation by farmers reveal how much FBS fits to their needs.

A FBS training usually comprises 25-30 farmers who are trained on five subsequent mornings with four to five hours per day. Trainings take place within the farming communities in very diverse locations, such as communal houses, churches, warehouses, schools, meeting rooms of cooperatives, houses of village chiefs, rural agricultural training centres, or under a tree close to clay walls for visualising posters.
Different partner structures, such as public or private extension services, parastatal sector bodies such as the Ghana Cocoa Board, financial institutions, Non-Governmental Organizations (NGO), private sector organisations or private companies implement the trainings.

FBS trainings in Rwanda
Rwandan smallholder farmers continue to struggle to build sustainable and profitable livelihoods. Challenges smallholder farmers face include, among others, limited skills and knowledge regarding Good Agricultural Practices (GAP) and agri-business skills. Consequently, it is difficult to improve productivity and marketability of crops.
In this regard, the GIZ Invest for Jobs programme intends to partner with 13 farmer cooperatives to implement a first pilot phase of the FBS approach in Rwanda, with the aim to increase the entrepreneurship and business skills of 5,000 smallholder farmers and to contribute to employment creation.

The farmers’ cooperatives are located in the Northern province (Musanze) and Southern province and grouped in eight groups to facilitate training and collection of their harvest.
Each farmer holds between 0.02ha-2 ha of farmland. The farmers are involved in garlic growing and rotate with potatoes and green beans.
