CALL FOR EXPRESSION OF INTEREST (EOI) TO ENGAGE CONSULTANT(S) TO CONDUCT A MIDI-TERM EVALUATION AND PRODUCE A MIDI-TERM AND COMPLETION REPORT FOR THE KUNGAHARA PROJECT

Background information

The KUNGAHARA Project, funded by European Union (EU), is being implemented by Byumba Catholic Diocese/Caritas Byumba in partnership with Rulindo District, and with technical support from Rwanda Agriculture Board (RAB) and the Rwanda Inspectorate,Competition and Consumer Protection Authority(RICA).

The project aims at promoting Irish Potato production through improving farmers’ access to quality Irish potato seeds in Rulindo District, with the broader purpose of enhancing agricultural productivity and strengthening the market reach of the Irish potato seed value chain.

The project started in December 2023 and expected to end by November 30, 2026. This midi-term evaluation is intended to assess progress made toward achieving the planned objectives, determine the effectiveness and efficiency of implementation and provide actionable recommendations to guide the final phase of the project.

The Over all Objective of the KUNGAHARA project is to: Contribute to sustainable development of Irish potato seed value chain to ensure the supply of safe and high-quality seeds to smallholders.

This Expression of Interest (EoI) is soliciting applications from individuals or a team of consultants (Firms) to conduct a Midi-Term evaluation and produce a Midi-term and completion report for the KUNGAHARA Project.

 The purpose of the Midi-Term Evaluation

The primary purpose of this Midi-term evaluation is to:

  • Conduct a Midi-term evaluation and produce a midi-term and completion report for the Kungahara Project. Evaluate the relevance, effectiveness, efficiency, and sustainability of the project interventions.
  • Examine stakeholder participation, ownership, and capacity building aspects.
  • Assess sustainability of the achieved outcomes and potential for scaling up.
  • Examine how well the project has integrated gender, environment, and inclusion.
  • Identify successes, challenges, and areas requiring improvement
  • Generate practical, evidence-based recommendations for improving the project’s performance, maximizing outcomes (for optimizing the final phase of implementation), and informing future interventions in seed value chain strengthening.

Specifically, the study will focus on the following:

Relevance: 

  • Where are the project's expected outputs and outcomes achieved?
  • Is the project addressing the real needs of Irish potato farmers in Rulindo?
  • How well the project is aligned with national agricultural and food security priorities?

Efficiency: 

  • To what extent were, deliverables implemented (KPIs vs Activities)?
  • Quantifying (both Qualitative and quantitative) and analyzing the progress that has been made towards achieving the objectives of the project, as indicated in the table of Key Performance Indicators (KPIs) Log frame;
  • How effectively are project resources (financial, human, time) being used?
  • How efficient are the coordination mechanisms among stakeholders?

Effectiveness: 

  • To what extent were the objectives achieved? What were the major factors influencing the achievement or non-achievement of the objectives?
  • How well have the partnerships (Caritas, Rulindo District, RAB, RICA) contributed to results?
  • What has been the impact on seed multiplication, distribution, and farmer adoption? 

Impact: 

  • What were the positive and negative changes produced by the project’s interventions (direct and indirect)?
  • What has changed, and how have the changes been achievedWhat has happened because of the project?
  • What real difference has the activity made to beneficiaries?
  • Have outputs been achieved? And if so, to what extent have outcomes been achieved?

Sustainability: 

  • Ownership of the results (promoted initiatives) and the likely ability of project-supported interventions to continue to deliver benefits for an extended period after the project completion.
  • What measures have taken to ensure sustainability (e.g. institutional capacity, seed system development)?
  • Are local actors prepared to take ownership of interventions post-project?

Lessons learned: 

  • The Midi-term evaluation will also document the innovations and lessons learned from the project. This includes analysis of what has worked and what has not, as well as observations related to the project design, management, and operations.

Cross-cutting issues

  • How well has the project integrated gender, environment, and inclusion?

Recommendations: 

Considering the progress made so far, what are the future steps the Rulindo District and European Union can take to promote Irish potato seed Production practices, ensuring access to quality Irish Potato seed for smallholder farmers and Rulindo District in general. What should be improved if Caritas Byumba or any other organization implements a similar project in the remaining timeline of the project or near future?

Scope of the evaluation

  • Geographical scope: Rulindo District (Bushoki and Kisaro Sectors)
  • Timeframe under review: From project inception to June 2025
  • Stakeholders: Farmers ,Cooperatives ,Seed multipliers, Local leaders, Caritas Byumba,RAB, RICA, Rulindo District Officials and EU representative;
  • Thematic focus: Irish Potato seed production, farmers’ cooperatives ‘training, Market linkage initiatives, Institutional support and value chain development.

Approach and Methodology.

In general, the Midi-term evaluation will cover all project components and geographic areas of implementation. Data collection from project documents, implementing partners, beneficiaries, and other stakeholders and both qualitative and quantitative methods. And the consultant will be expected to develop a detailed evaluation methodology and tools, conduct field visits and key informant interviews, analyze findings and prepare a comprehensive report and present findings to stakeholders. This will include;

  • A project briefing meeting with Caritas Byumba to kick-start the assignment and an inception report detailing the methodology, the sampling techniques, the method of data analysis, a copy of the questionnaire, and a schedule of activities.
  • Desk review of relevant project documents and other documents related to the project activities (project proposal, baseline survey report, and progress reports ect).
  • Primary data collection and analysis - this will include individual interviews/ questionnaires;
  • Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) with target beneficiaries and value chain actors involved in Irish potato value chains (project staff, Rulindo District officials, EU representatives, cooperatives, and input suppliers, Irish Potato seed multipliers and local Leaders).
  • Field Observation: Visits to project sites, farms, and seed production facilities.
  • Submission of draft Midi-term and completion report to Caritas Byumba for comments and feedback;
  • Debriefing meeting with Caritas Byumba and Partners to present the findings of the Midi-Term and completion reports and discuss emerging issues and recommendations from the findings.
  • Submission of the final report incorporating feedback from all the stakeholders.

Reference will be made to the current KUNGAHARA Project documents and baseline reports for consistency and coherence in indicator definition.

Expected Deliverables:

The consultant(s)/ Evaluator will be responsible for the following deliverables:

  • An inception report detailing the approach, methodology, desk review, and work plan to be used to meet the consultancy objectives. The report (maximum 15 pages excluding annexes) shall include, among others, sampling technique, sample size, and data collection procedure. The report shall be submitted for review and approval to Caritas Byumba within one week (7days), after the signing of the contract, before the commencement of the work. The detailed inception report should comprehensively demonstrate the technical approach (and data collection tools in the annex: specifically, consent forms, quantitative survey tools, and qualitative guides) that will effectively and efficiently address the evaluation questions within the evaluation timeframe.
  • Draft Midi-term evaluation and Completion Report - including the following sections(due within 20 days after fieldwork):
  1. Executive Summary.
  2. Introduction/ Background.
  3. Purpose and objectives of the study.
  4. Methodology - reflecting the link to the ToR and justification for any deviation from the ToR.
  5. Analysis of the findings.
  6. Sustainability analysis of the project.
  7. Achievements of the project targets (KPIs vs Activities).
  8. Conclusion.
  9. Recommendations for future stakeholders (Specific, actionable, and prioritized).
  10. Lessons learnt.
  11. Annexes - including ToRs, data collection tools, photos, list of interviewees.

Final Midi-term evaluation reports: Incorporating feedback from all stakeholders and the EU. (due within 9 days after receiving comments on the draft)

  1. Summary of the KUNGAHARA Project Midi-term evaluation and Completion report (maximum five (5) pages).
  2. Full set of data and information collected (both raw and cleaned).
  3. Any field photographs of the project sites and primary beneficiaries (including selected stakeholder meetings) and audio recordings of the interviews will be collected.

Timeline

The Kungahara Project Midi-term evaluation is expected to take approximately 36days.

Consultant Profile / Team Composition

The consulting firm should have the lead consultant and the co-lead consultant with the experience below:

  • Lead consultant: Minimum of 5 years of working experience in conducting studies on community development projects, specifically for the agriculture-related studies with a great focus on crop production (Irish potato seed production), Irish potato value chain development, income generation and agribusiness, with at least a master’s degree in agricultural Economics, Economics, Development studies or Statistics.
  • Co-Lead: minimum of 3 years of experience in monitoring and evaluation, with a master’s degree in M&E or a related field.
  • The consulting firm should have a proven experience in conducting evaluations of EU-funded agricultural/livelihoods projects
  •  The consulting firm should have a proven record of accomplishment of conducting similar studies.

The team in general should have the following experience:

  • Experience in evaluating development projects and sustainable livelihoods, food security programs, regenerative agriculture, and Irish potato value chains development.
  • Experience in action research and conducting surveys, with NGOs or international development projects.
  • Strong skills in participatory evaluation, qualitative and quantitative research, data collection, data analysis, and report writing.
  •  Knowledge and skills in SPSS and STATA use and practical application in social research
  • Independent Consultants should meet the above criteria with at least three completed similar works.

Proposal Submission Guidelines

  • Consultant firm profile; VAT registration certificate; RRA tax clearance certificate; RSSB tax clearance certificate (when applicable)".
  • Technical proposal including methodology, work plan, and team composition
  • Financial proposal (budget in local currency)
  • CVs of key team members
  • Examples of past similar evaluations conducted
  • References from past clients.
