1. Background:
UN Women, grounded in the vision of gender equality enshrined in the Charter of the United Nations, works for the elimination and discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the United Nations system’s efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women works to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on four strategic priorities under UN Women global strategic plan (2022-2025):
• Women lead, participate in, and benefit equally from governance systems.
• Women have income security, decent work, and economic autonomy.
• All women and girls live a life free from all forms of violence.
• Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

UN Women Rwanda Country Office contributes to the implementation of UN Women's Global strategic plan through a Country Office Strategic Note 2019-2023 which prioritised three thematic impact areas of work namely; Priority area 1: Women lead, participate in and benefit equally from governance systems; Priority area 2: Women have equal economic opportunities and economic autonomy and 3: Ending violence against women and girls.
UN Women Rwanda’s work in leadership and governance is informed by a transformative and rights-based approach which entails concerted and co-ordinated action with a broad range of stakeholders to ensure that women and girls lead, participate in, and benefit equally from governance systems. Towards this end, UN Women Rwanda in collaboration with government, CSOs, men and boys, media, development partners and the private sector promotes and supports the implementation, monitoring and reporting under international, regional and national GEWE commitments; Strengthens accountability for the implementation of gender equality commitments including through comprehensive measures and approaches directed to change the widely accepted gender stereotypes; Strengthens efforts to increase the participation of women and girls in decision making to ensure that gender equality and women’s empowerment is an explicit component of national and district sector development plans and programmes, and; Supports the production and availability of quality disaggregated data to enable evidence-based decision-making, advocacy and programming, and; Promotion of GEWE reporting in all spheres of public and private life.

On the other hand, through its women’s economic empowerment interventions, UN Women aims to build the capacity of women entrepreneurs (including young women) in entrepreneurship, digital and coding skills, business management, cooperative management and financial literacy skills; enhance market linkages for women entrepreneurs at national, regional, and international levels. UN Women further promotes policy and programmatic actions to address the burden of unpaid care work and bridging the gender digital divide for the adoption and implementation of a gender responsive ecosystem that contributes to women’s income security, decent work, and economic autonomy.
For the roll out of these priorities, among others, UN Women Rwanda Country Office has been collaborating with the UN System; UNDP-UNFPA-UNICEF, the Government of Rwanda through the Ministry of Youth and Culture, Ministry of Health, Ministry of Gender and Family Promotion and Civil Soceity Organisations namely the Imbuto Foundation and FAWE to implement a Joint Youth Program (2019-2024). The Programme contributes to the One UN Rwanda’s UNDAP’s efforts to create decent jobs and provide access to education and health care services. The Joint Youth Programme has mainly 3 key objectives.
• Increased youth (girls and boys) access to decent jobs in Rwanda.
• Empowerment of youth to fully engage in policy-making and civic engagement.
• Increased youth use of health services and adoption of healthy lifestyle practices.
Through the Joint Youth Programme (JYP) UN Women and the partners contributed to the economic empowerment of young men and women with a particular attention to the most vulnerable including the creation of jobs for young women, strengthening the capacity of young women entrepreneurs through different competitions and trainings, and creating opportunities for young women’s engagement in entrepreneurship challenges and platforms of advocacy.
Against this background and to accelerate the implementation of key strategic activities in 2023, the UN Women Rwanda Country Office is seeking to engage the services of “Junior Youth Engagement Consultant” to provide coordination, knowledge management, reporting and administrative support for the implementation of UN Women led youth, gender equality and women empowerment related interventions in the Joint Youth Program (JYP). The role will involve supporting the training of young women and girls in digital literacy, entrepreneurship, Sexual and Reproductive Health Rights (SRHR) and leadership skills and the generation of knowledge and evidence on young women's leadership and entrepreneurship, program monitoring, reporting and coordination of advocacy and partnership platforms.

2.Task description
Under the direct supervision of the Head of Programs and in close consultation with the Program Associate/JPY Lead, the consultant will undertake the following tasks:
1. Provide support to the implementation, reporting and coordination of JYP and related UN Women interventions
2. Contribute to the preparation of JPY related program concept notes, proposals, work plans and budgets,
3. Support implementing partners in the conceptualisation and implementation of JYP related interventions,
4. Support in drafting annual and donor report under the JYP,
5. Participate and support the coordination of UN interagency and other stakeholder JPY and related meetings and assist in the preparation of presentations and the notes for file,
6. Support the consolidation and dissemination of information and results from implementing partners, strategic partners, and programme teams on GEWE and youth interventions,
7. Support and contribute to the development of written statements, background research and briefing notes,

2.Support knowledge management and partnership
• Support the development of a research on the state of young women’s entrepreneurship in Rwanda,
• Contribute to the documentation of lessons learnt and best practices from the JYP and relevant GEWE/youth initiatives,
• Assist the JYP team in holding regular program meetings and take minutes of the meetings,
• Assist in dissemination of knowledge products,
• Assist in the coordination of consultative, knowledge sharing and planning forums.
• Support mapping of GEWE and youth partners

3.Provide administrative and logistical assistance.
• Support all logistical, administrative, and financial arrangements for the coordination of meetings, workshops, events, and missions,
• Assist the programme team in the drafting of Terms of Reference (TOR) and Internal Memos
1. Requirements
Education and experience
• Required degree level: bachelor’s degree in: Gender Studies, International relations, Political Science or development-related area of study.
• · Minimum of two years of experience in gender equality and youth empowerment, women’s economic empowerment, development, women’s rights, governance, women’s leadership, program management, advocacy, coordination, and partnership related projects and programs.
• Experience working in UN, International Organisations or other multilateral institutions will be an asset.
• Demonstrated commitment to carry out administrative and logistical functions related to the UN Women Rwanda Country Office initiatives related to the JYP and other relevant youth programs.

5. Payment milestone
The selected consultant shall receive a monthly lumpsum fee.
6.Language Requirements:
1. Fluency in English (written and spoken) and Kinyarwanda with excellent communication skills.
2. Working knowledge of French is an added advantage.
7. Confidentiality and Proprietary Interests
The individual consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy service without prior written consent. Ownership of all documents and background papers prepared for this initiative shall rest with UN Women.
