Purpose

A Professional in Charge of Data Governance is the principal technical expert in Data Governance function. S/he works with Data Governance functions to help them improve their policies, strategies, processes and systems typically through analysis and strategic thinking by conducting research and analysis in order to identify performance gaps and solutions to business problems, and to recommend innovations to improve business operations. A Professional in Charge of Data Governance may also perform selected operational and technical roles of a highly complex nature either on occasional or permanent basis based on the nature of the business function.

Key duties and responsibilities

  • Establishing, maintaining, and periodically reviewing and recommending changes to data governance policies, standards, guidelines, and procedures
  • Provide Guidelines on Data protection, Data encryption & anonymisation and secured data publication
  • Ensure proper Development and Deployment of Enterprise Data Governance framework.
  • Ensure Protection of Personal data information during the process of data sharing.
  • Liaise with Statistics section to ensure quality and accuracy of data published on the RRA Data portal.
  • Analyse and channel the request of data to the appropriate office that will produce it.
  • Collect Data in response of the requests ,assess the appropriateness in regards to data protection guidelines and provide responses to the customer .
  • Developing and delivering data governance program educational, awareness, and mentoring materials.
  • Collaborate with Statistics section choose and update data to be published on the portal

Required Academic Qualification

  • Preferred Qualifications
  • Master’s Degree in science in Economics specialized in science in Economics
  • Master’s Degree in Statistics specialized in Statistics
  • Master’s Degree in applied mathematics specialized in statistics
  • Relevant Qualifications
  • Bachelor’s Degree in Applied Mathematics specialized in Statistics
  • Bachelor’s Degree in Applied statistics specialized in Applied statistics
  • Bachelor’s Degree in Economics specialized in Economics
  • Bachelor’s Degree in Applied Mathematics specialized in Data Science

Required Competencies

  • In-depth knowledge and understanding of data analytical software and languages such as STATA, SPSS, R, and Excel;
  • Experience using econometric techniques, predictive analytics, data mining and statistical analysis for large, complex datasets would be an added advantage;
  • Excellent oral and written English; proficiency in French and Kinyarwanda is added value.
  • Data Visualization skills
  • Demonstrated ability to follow instruction
  • Ability to prioritize workloads and work under pressure as well as a team member;
  • Ability to deal with the demands of internal and external customers

Required Experiences

2 years experience in Data management, Data Analysis, Statistics

  • Language: Knowlegde of Kinyarwanda and English. French is added advantage - advanced
  • Presentation: Skills in drafting ,reporting and presentation - medium

  • Master’s Degree in Statistics specialized in Statistics
  • Master’s Degree in applied mathematics specialized in statistics
