Job Description
Applications are welcome from internal and external candidates. For all IOM vacancies, applications from qualified and eligible first-tier candidates are considered before those of qualified and eligible second-tier candidates in the selection process. For the purpose of this vacancy, internal candidates are considered first-tier candidates.
Context
Under the general supervision of the Head of Programme, and under the direct supervision of the Programme Officer Migration and Health, the incumbent will assist in the implementation of the CDC-funded program of IOM Rwanda.
- Assist the implementation of the project; assist in the implementation of the activities to monitor that work is proceeding according to established plans; analyse implementation difficulties and share information with the supervisor for further action.
- Liaise with the Government of Rwanda on need basis and prior coordination with the Migration and Health PO.
- Assist the Migration and Health PO to monitor financial, administrative, and technical aspects of the project in line with IOM policies and donor requirements.
- Assist in planning, coordination and facilitation of workshop and regional meetings for relevant internal and external parties as pertinent to the project.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, donors, and other stakeholders relevant to the project.
- Attend consistently and actively country-based Technical Working Group (TWG) particularly those on border surveillance, Risk Communication and Community Engagement (RCCE) and surveillance while building synergies with partners.
- Draft correspondence, briefing notes, presentations, narrative, and financial reports; ensure that reports are prepared and submitted in a timely manner.
- Assist in identify and document good practices and lessons learned;
- Contribute to the development of Standard Operations Procedures (SOP), guideline, policies and concept papers and support the development of new projects.
- Perform such other duties as may be assigned.
Education
- Completed University Degree from an accredited academic institution preferably in health or environmental related studies with at least three (3 ) years of relevant professional experience; Or,
- High school degree with at least five (5 ) years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Knowledge and previous work on Public Health and border surveillance;
- Consolidated experience in liaising with, national/international institutions, United Nations agencies and non-governmental organizations;
- Prior work experience with UN agencies or international humanitarian organizations is a strong advantage;
- Proven experience in organizing meetings, conferences, and events; and
- Knowledge and previous work on health cross-border initiatives.
Skills
- In depth knowledge of the broad range of cross-border health, migration related subject areas dealt with by the Organization;
- Knowledge of UN and bilateral donor programming; and,
- Knowledge of UN financial rules and regulations.
Languages
For all applicants, fluency in English and Kinyarwanda is required (oral and written).
