Request for expressions of interest N° A-RWA030-2025-8475 “Supply and delivery of agricultural shade netting” Tender at LuxDev

As part of the implementation of its activities, LuxDev, the Luxembourg Development Cooperation Agency, on behalf of the ISHEMA Project “Improving Skills for Holistic Employment in Modern Agriculture” receiving financial support from the Grand-Duchy of Luxembourg, seeks to hire an economic operator for the tender of “Supply and delivery of agricultural shade netting”. 

The performance period of the contract is 6 weeks.

1. Objective and expected results of the contract 

The objective of this procurement is to supply and deliver durable, high performance agricultural shade netting that will protect crops and nursery plants from excessive sunlight, heat stress, wind, and environmental exposure. In the long run, we expect: 

• a hands-on support on agricultural and horticultural training activities at the selected CoEs;
• a contribution to climate-resilient farming practices and improved crop management;
• safe, reliable, and long-term performance under continuous outdoor use;
• Structured implementation of work-based learning programmes and demonstration plots to strengthen practical skills transfer.

3. Submission modalities of expression of interest

Your expression of interest must reach the following address: procurement.rwanda@luxdev.lu copy to delove.mireku@luxdev.lu no later than 04 May 2026 1:00PM (Kigali time). 

A Shortlist Selection Committee will meet to analyse the expressions of interest received, on the basis of the documentation provided and selection criteria and draw up a list of candidates who will be consulted for the next phase of the tender process.

Only shortlisted candidates will be invited to submit a full offer.
