About AKAZI KANOZE ACCESS (AKA)
Akazi Kanoze Access (AKA), registered in Rwanda under the Rwanda Governance Board (RGB), is a Rwandan charitable, social, non-profit, non-governmental, non-political organization that seeks to provide youth with market-relevant livelihood skills, work readiness training and support, hands-on training opportunities, and linkages to the employment, self-employment job market, access to capital and other support services to take advantage of economic opportunities. Project Background
The Skills Development and Employment Promotion among Youth in Rwanda “SDEPAY” project are financed by the German government (BMZ) for 3 years from December 2020 to November 2023. The project’s overarching goal is to contribute to the increase of formal youth employment opportunities with decent work across three districts of Rwanda (Gatsibo, Nyaruguru, and Bugesera) by 2023 (SDG 8.5) through the boosting of youth self-employment capabilities and employability readiness skills. The project targets semi-urban and rural settings of the three (3) districts where unemployment is at remarkable points, with PIR and AKA partnering together for its implementation. Plan International Rwanda acts in an assisting and coordinating role, and supports the capacity-building process of AKA, on-site, while AKA holds the responsibility for directly implementing the Project. The project directly targets 1,200 vulnerable youth aged between 16 - 30 years whom 55% are young women.

Purpose of the Assignment

The purpose of the assignment is to produce a short documentary film (5 to 7 minutes). This documentary will show the project’s impacts, and how the youth transited into employment. From the in-room soft skills provision, on-job training while coached by the trainers, development of Personal Development Plan (or PDP), graduation of the soft skills, youths accessing funds from the government guarantee funds or RIM, youths starting businesses, exhibition shows, youths winning awards, youths at work, youths at the market, and youths’ livelihood, to change at the household level, etc. This video will consider gender and social inclusiveness showing the trajectories of young single mothers and youths with different types of disabilities transitioning into successful employment.
After gathering all available videos and pictures of different phases of the project and shooting other videos for remaining specific events, the videographer will develop a film/ a short documentary film for 5-7 minutes. The video will be shared during the project closure workshop with all the stakeholders involved, including financial institutions, and displayed on the website of AKA, PIR, and on other websites of the stakeholders that will get interested in displaying it. These are anticipated to be Rwanda Polytechnique (or RP), MYCULTURE, RIM, BDF, RCA, and RYAF[EH1]. Copyright will be guaranteed to all stakeholders interested in using the video. The video is expected to have a wider outreach than just project reports.

Objectives
The overall objective of this assignment is to produce a film including short videos of great steps of the project implementation process that will be used during the project closeout event. The video is expected to have a wider outreach than just project reports. The mass media (Television channels) upon agreement with AKA and Plan International Rwanda may broadcast the video for the promotion of skills development and decent employment to youths in Rwanda. The video will as well serve the purpose of advocacy to financial institutions, education providers, employers and actors in youth employment, women and People with Disability empowerment

Scope of Work
The videographer will be hired to gather the available materials (photos and videos shot previously since the beginning of the project), especially of the following events:
• Community awareness raising on gender and social inclusion;
• Refresher trainer of trainers;
• Youth training in WRN/BYOB;
• Child care day activities during WRN/BYOB training;
• Graduation event of WRN/BYOB youth completers;
• Meetings with employers and other district stakeholders;

In addition, the videographer must also film/photograph the following activities:
• Certification of youth completers in technical training;
• Youth in VSL groups’ activities;
• Peer to peer/ Field Agents supporting VSLG members;
• Youth running profitable businesses;
• Youth in the exhibition process;
• Annual review meetings
• Quarterly meeting of field agents (2)
• Coaching sessions for youth entrepreneurs (2)
• Sharing and learning visits workshops (1)
• Project closure workshop (1)
• Other unforeseen workshops or meetings (5)
• Technical training session (2)
• Youth in exhibition event (1)
• Training of YEGO center staff (1)
• Internship or work-based learning session in TVET (2)
• Youth on the job (4)
• VSLG group meetings (3)
• Startup kit distribution event (3)
• Bi-annual meeting with stakeholders (2)

Timing and location
The consultant will have to travel to different project implementation zones and other locations where the project’s events will be taking place.
The consultant selected for this assignment will perform the following indicative tasks from October 2022 to November 2023.

Deliverables
• One video of 5 to 7min, both in English and Kinyarwanda with respective subtitles
• 300 high-resolution images with tags
• All the raw materials (photos and videos), assets, and project files.

Minimum requirements to perform this assignment
• Outstanding videography skills;
• Excellent photo and video editing skills;
• Experience: previous experience in developing Instructional videos/Topic Development Team (Instructional Designers, Animators, Videographers, Video Editor)
• Previous experience of working in Rwanda;
• Strong organizational and time management skills and ability to adhere to deadlines and flexibility;
• Availability to start and travel immediately to the different sites of filming, upon signature of the contract.
