Background

The Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. There are three main task orders for the project: HIV/AIDS, President’s Malaria Initiative, and Population and Reproductive Health.

Purpose

Within GHSC-PSM, the Warehousing and Distribution Advisor to Medical Procurement and Production Division (MPPD) of the Rwanda Biomedical Center (RBC) will work closely with MPPD staff to advise on warehouse infrastructure, equipment’, special storage requirements, inventory management, security and safety including necessary tools. Will organize supply chain operations that involve the storage, distribution of health commodities and supplies. He’ll ensure that the right products are delivered to the right location on time and at a good cost.

Collaborates closely with MPPD in defining supply interventions to meet programmatic needs and provides technical and advisory support on health commodities and supplies handling and distribution.

Principal Duties and Responsibilities

  • Ensure and advise on adherence to Good Warehousing Best
  • Practices across supply chain operations (warehousing operations in both governments owned, including designated storage facilities and contracted 3PL warehouses).
  • Advise on “best practices” relevant to pharmaceutical supply chain management, including commodity reception, storage, and distribution plans.
  • Provide technical assistance (TA) to develop standard operating procedures (SOPs), tools and systems to assist MPPD and DPs in inventory management and other aspects of supply chain management that will assure the availability and quality of medicines and other commodities.
  • Serve as a resourceful person to MPPD advising on warehousing and distribution operations for the supply of health program commodities and to ensure appropriate and timely refill of facility commodities based on delivery orders across program.
  • Advise and Monitor warehouse rational space utilization to ensure adequate warehousing space is available for all procured/ordered health program commodities within MPPD central stores or rented premises.
  • Review and advise on the stock status reporting for all projects’ commodities warehoused and managed by MPPD.
  • Advise and train on how to conduct periodical standard physical counts of all commodities in MPPD warehouses or any other designated warehouse or storage locations, reconcile stocks and monitor all stock transactions (for malaria medicines, long-lasting insecticidal nets, etc.) including receipts, and stock- on- hand (physical count) etc.
  • Participate in identifying and prioritizing capacity development activities for strengthening national and district level pharmaceutical supply chains and building expertise in monitoring and supervision in collaboration with the MOH and other relevant partners.
  • Participate in the USAID and other working groups, as required.
  • Set standards and inspection of vehicles involved in distribution, ensuring that vehicle deployed by 3PLs are suitable, appropriate and meet set standards as stipulated in the contracts/work orders for the provision of transportation services.
  • Develop standards or policies for the pick, pack and dispatch (PPD) of commodities during Last Mile Distribution (LMDs) at originating warehouses.
  • Review and develop an effective distribution method that will increase access to commodities by the beneficiaries and minimize losses or expiring of the items.
  • Provide technical assistance to MPPD on warehousing and distribution issues including product, tracking stock status, and distribution as well as quality control services.
  • Liaise with MPPD and DPs to follow up on the ordering, storage, inventory management and distribution of health commodities.
  • Identify bottlenecks in warehousing, distribution and inventory management at Central and district levels and provide technical assistance to MPPD and DPs to resolve them.
  • Develop and implement appropriate training and supervision programs.
  • Assist the Country Director GHSC-PSM in development of annual work plans and budgets as they relate to health commodities warehousing and distribution activities.
  • Monitor and document progress of activities toward achieving results of health commodities warehousing and distribution capacity building support and activities.
  • Undertake other relevant activities as appropriately assigned by the Country Director.

Experience, Skills and Qualifications Required

  • At least a bachelor’s degree in public health, health supply chain management, pharmacy, operations, purchase and supply, transport logistics and or other related fields.
  • At least five years of professional experience in procurement and supply chain management of medicines and commodities to support delivery of key family planning, newborn, MNCH, nutrition, and malaria prevention/treatment systems and services.
  • Experience in product selection, quantification, warehousing, and distribution of drugs and commodities.
  • Strong research and analytical skills in relation to developing tools, methods, and approaches to support improved supply chain management systems and quality assurance policies.
  • Experience in analyzing supply chain and logistics information systems, identifying problems and designing solutions for both manual and computerized systems.
  • Demonstrated experience in fostering effective collaborative relationships with key stakeholders and partners.
  • Familiarity with USAID’s donor-funded project and regulations strongly required
  • Proven ability to build capacity and transfer knowledge through formal and informal training, coaching, mentoring, and ongoing professional development.
  • Excellent organizational skills; ability to manage multiple tasks and provide quality deliverables according to established deadlines.
  • Strong interpersonal, written and presentation skills.
  • Fluency in English required
