  1. Background

Rwanda NGOs Forum on HIV/AIDS & Health Promotion (RNGOF on HIV/AIDS & HP) is a network of 139 NGO members working to promote health and the wellbeing of citizens with particular focus on key and Vulnerable populations. Its mission is to promote and coordinate activities of member organizations and build their capacity to monitor and advocate for civil society involvement in all public policies and program formulation with regard to health promotion including HIV/AIDS, TB and Malaria program. The three diseases (HIV, TB, and Malaria) continue to pose significant public health challenges, particularly among high-risk groups such as key and vulnerable populations including Sex Workers, PLHIV, Men who have Sex with Men (MSM), AGYW, People Who Use Drugs, Rice Farmers, Fishermen, Youth in Boarding schools, Miners, Fishermen, Prisoners, Refugees, Staffs in Hotels and Lodges, etc. We understand that integrated behavior changes activities can play a crucial role in preventing the spread of these diseases within key and vulnerable populations. The SBC embraces strategies that can address issues around prevention and management of these diseases among high-risk groups.  In order to design an effective intervention, a comprehensive need assessment must be conducted to understand the unique challenges, barriers, and opportunities for behavior change within these communities. As the new integration approach, it will be more effective for SBC Integration for malaria HIV and TB Activities to Ensure CSOs are engaged and addressing Gaps  in Vulnerable and high-risk   Groups. In order to implement integrated SBC Strategic Interventions RNGOF on HIV/AIDS & HP) funded by Ministry of Health through Rwanda Biomedical Centre (RBC).

In this regard, Rwanda NGOs Forum on HIV/AIDS and Health Promotion (RNGOF on HIV/AIDS & HP) is hiring Individual consultant/consultancy firm to conduct need assessment for integrated Behavior change activities (Model) for Malaria , HIV and TB, High Risk groups. The assignment will be carried out Countrywide.

  1. Main objective

The overall aim of the assignment is to Conduct need assessment for integrated Behavior change activities (Model) for HIV, TB, and malaria High Risk groups.

  1. The Specific Objectives:

The planned assessment aims to:

  • Identify the specific behaviors and practices that contribute to the spread of HIV, TB, and Malaria within high-risk groups.
  • Assess the knowledge, attitudes, and perceptions of high-risk group members regarding HIV, TB, and Malaria to understand the barriers to adopting preventive behaviors.
  • Determine the effectiveness of existing behavior change interventions and programs targeting high-risk groups for HIV, TB, and Malaria prevention.
  • To identify gaps related to SBC For integrated behavior change service delivery HIV, TB and Malaria high risk groups.
  • Provide recommendations for implementation of an integrated behavior change activities
  1. Scope of assignment

RNGOF on HIV/AIDS & HP is looking for a high caliber individual consultant/consultancy firm to Conduct need assessment for integrated Behavior change activities (Model) for Malaria, HIV and TB High Risk groups to guide SBC Interventions and inform strategic planning process. After assessment, the consultant will submit a preliminary draft, incorporate feedback from stakeholders and submit final assessment report.

  1. Expected results:

The specific results include:

  • Identification of specific behaviors and practices that contribute to the spread of HIV, TB, and Malaria within high-risk groups.
  • Identification of gaps related to SBC For integrated behavior change service delivery HIV, TB, and Malaria high risk groups.
  • Specific guide Booklet /for integrated behavior change activities for Malaria HIV and TB, high risk groups.
  • Clear Recommendations for implementation of integrated behavior change activities.
  1. Deliverables

The Consultant will develop a conceptual framework including a detailed methodology, work instruments, work plan, analytical plan and development plan. He or she will present a draft   document and a final document to be discussed by stakeholders involved in implementation of Malaria strategic interventions. Summary documents and reference materials will also be prepared for ease of use.  The specific deliverables will include:

  1. Inception report, methodology and instruments. 
  2. Analysis of the barriers and facilitators to behavior change within high-risk groups related to HIV, TB, and malaria.
  3. Comprehensive report on the assessment findings, including a synthesis of data collected through various methods
  4. Recommendations for the design of an integrated behavior change model, including suggested strategies, messages, and channels of communication.
  5. Presentation of findings to relevant stakeholders. 
  1. Qualification, Knowledge, Skills and Experience
  • The consultant should have a master’s degree in public health, communication ,Epidemiology or Health Research related studies, and having a PhD will be an added advantage;
  • Demonstrate evidence of career progression in areas of public Health and communication
  • Have very good understanding of Rwanda Health System.
  • Have good understanding of possible factors leading to Malaria, HIV and TB transmission, morbidity, mortality or how it affects community behavior vis a vis prevention and control interventions in Rwanda;
  • Experience in conducting similar assessments, particularly within the context of HIV, TB, and malaria prevention.
  • Familiarity with high-risk populations and cultural sensitivity in approaching and engaging with these communities.
  • Ability to work and engage with a range of stakeholders, including high level policy makers, civil society organizations, local leaders, and the community.
  • Excellent communication skills and experience in working with communities in both urban and rural settings.
  • Excellent command of English, French and Kinyarwanda both spoken and written will be added advantage.
  • Strong analytical and report-writing skills.
  1. Working Language

The working language for this assignment will be English.

  1. Selection criteria

Applications will be assessed on cost reasonableness (30%) and technical competence (70%)

  1. Timeframe (Duration of the Assignment)

This assignment is expected to be implemented within a timeframe of forty (60) working days starting from the date of signing the consultancy contract. The consultant will be required to work closely with RNGOF on HIV/AIDS & HP /Supervising staff with guidance of RBC.

  1. Application requirements

The application file will be comprised of;

  • Letter expressing interest to carry out the consultancy service required;
  • Detailed CV (maximum 3 pages) of the responsible consultant
  • A brief proposal written in English describing the background, methodology and timeline (maximum 5 pages)
  • Price quotations for the consultancy service required
  • Copy of national Identity card/ or Passport of the consultant
  • Valid proof documents of completion of similar assignments
  • Proposals (technical and financial proposal) should be submitted in a properly sealed envelope bearing the name of the consultancy and the name of the consultant/firm and ensure acknowledgement of the receipt.

Documents will be submitted to the headquarters of the Rwanda NGOs Forum on HIV/AIDS & Health Promotion (RNGOF on HIV/AIDS & HP) KG 190 St-Gasabo- Kigali not later than 4th September, 2023, at 11:00 am Kigali local timeTerms of Performance

  • The effective date of the terms of reference and statement of work will be the date of contract signature by RNGOF on HIV/AIDS & HP
  • Quality of deliverables must be ensured by the consultant
  1. Report Submission
  • The final report of the assessment should be a maximum 70 pages, excluding annexes, and should be written in English. It should contain an executive summary of a maximum 2 pages. The report should follow the following format:
  • Title page

  • List of Table
  • List of figures
  • Acronym list
  • Short description of reviewers
  • Executive Summary
  • Introduction/context
  • Objectives
  • Methods
  • Findings
  • Constraints
  • Summary
  • Conclusions and recommendations
  • Annexes
  • Specific guide Booklet /for integrated behavior change activities for Malaria, HIV and TB, high risk groups should be a maximum 20 pages, excluding clear SBC  implementation Approach and should be written in English.
