The National Agricultural Export Development Board (NAEB) would like to recruit self-motivated and qualified candidates to fill the following position.
Under the overall guidance and supervision of the Director of Administration and Finance Unit, the Budget Officer will perform the following duties:
Budget Planning & Preparation
- Participate in activities and operations within the Finance Department under administrative direction.
- Prepare the institution's preliminary and final budgets.
- Coordinate budget-related activities with other divisions, departments, and external agencies.
- Prepare the annual budget and Medium-Term Expenditure Framework (MTEF).
Budget Monitoring & Financial Analysis
- Prepare regular financial reports and analyses to support management decisions.
- Develop cost allocation plans.
- Conduct cost-benefit analyses.
- Review departmental staff reports related to the budget.
- Develop forecasts of funds required for: Staffing, Equipment, Materials, Supplies
- Monitor and approve expenditures.
- Develop and maintain budgets.
- Prepare regular financial reports and revenue/expenditure information.
- Conduct cash flow forecasting and management.
Coordination & Reporting
- Liaise with the Planning Department on budget-related matters.
- Prepare non-financial performance reports.
- Prepare budget execution reports, including explanations for budget variances.
- Respond to audit recommendations related to the budget.
- Perform any other duties assigned by the supervisor.
Key Competencies
The successful candidate should demonstrate:
Budget & Financial Management
- Proven effectiveness in developing: Budget policies, Budget procedures, New budget programs
- Expert knowledge of: Budget development, Financial administration of resources
- Strong knowledge of cost analysis techniques.
- Ability to formulate new strategies and technical approaches to budgetary matters.
Technical Skills
- Advanced computer skills.
- Experience using computerized financial management systems such as IFMIS.
Communication Skills
- Proven and sustained communication skills, including the ability to: Prepare reports, Conduct presentations on key issues, Clearly articulate options, Provide sound recommendations.
Language Skills
- Fluency in: Kinyarwanda, English, French
- Knowledge of all three languages is an added advantage.
