1. Background:

Luna Smelter Ltd is a leading responsible high quality tin supplier located in Karuruma Cell, Jabana Sector Gasabo District in Kigali, Rwanda. The objective of new infrastructure in a smelter typically revolves around enhancing efficiency, productivity, safety, and environment sustainability. This will involve upgrading buildings, equipment and optimizing processes.

2. Statement of work

The Civil Engineering Supervision Firm is intended to deliver the following:

• Project Management and Coordination’s
• Construction supervision
• Quality Control and Assurance
• Health Safety and Environment compliance
• Environment and Sustainability oversight 
• Progress Monitoring and Reporting
• Costs Control and Measurement 
• Inspection Testing and Commissioning Support
• Final Handover and Close-out

3. How to Apply

• A technical offer with a clear timeframe, and description of each proposed methodology for each specific activities detailing how the deliverable will be achieved;
• A financial offer detailing the various costs associated with every deliverable, in PDF format and must be a submitted;
• Detailed Curriculum Vitae of the proposed team or individual who is proposed to carry out the work
• Firm profile including a full legal name, the jurisdiction of incorporation, and address of the company
• A contact name, email address, and telephone number to facilitate communication between Luna Smelter Ltd and the bidder
• Bank account information, including a scanned copy of a voided check or an official document from the bank confirming the account details (account holder name, account number, etc.)
• Evidence of the company’s experience in a similar assignment: Copies of similar assignments (with evidence for good completion of pervious similar assignments);
• VAT registration certificate; RRA Tax Clearance certificate; RSSB tax Clearance certificate

4. Additional Information

• Participation to the competition in the aforementioned tender is open on equal conditions to all civil engineering firms. An eligible bidder is allowed to bid for this tender mentioned above.
• It is important to note that the principle of procurement i.e value for money, fairness, transparency and efficiency, will also be considered paramount in guiding the award process of this tender.

• Each bid must be accompanied by a Bid Security of 2% of the value of the works issued by a reputable bank only.

• Mandatory Site Visit is planned between 8th and 9th January 2026 during the office hours mentioned above. 
• Bids must be submitted at Luna Smelter Ltd office not later than 19 January, 2026, at 10:00 am local time. The opening of the bids will take place in a public session on the same day at 11:00 a.m. prompt local time at LuNa boardroom.
• The bids should be valid for Ninety (90) calendar days starting from the deadline for their submission.
