  1. Brief description of DUHAMIC-ADRI

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for DUHaranira AMajyambere y'ICyaro - Action pour le Développement Rural Intégré, translated as "We strive for the Development of the Rural Community" in English.

We are a non-profit organization located in Kigali, the capital city of Rwanda, in Kicukiro District, Niboye Sector. Officially operating in Rwanda since 12th July 1985

Mission: Supporting integrated initiatives for Holistic Development of Rural Population in their struggle for self-reliance’

Vision: A rural world responsible for its self-socio-economic development

Objectives

  • Fighting against the marginalization of rural areas.
  • Stimulating the creation and consolidation of associations, cooperatives and farmers' groups.
  •  Enhancing the work of farmers' associations by initiating and encouraging the development of organizational structures such as autonomous groups, cooperatives and unions.
  • Supporting rural development initiatives in various areas of socio-economic development.

2. Tender background 

To support its strategic plan and improve service delivery and financial stability, DUHAMIC-ADRI is building a modern office & Residence building

The proposed building, which will be a basement + G + 2 + Penthouse, will be located in Kicukiro District, Niboye Sector. This project is a key part of the organization's efforts to generate sustainable income and meet the growing demand for quality housing in Kigali.

To make this project a reality, DUHAMIC-ADRI is hiring a qualified and experienced construction company. The selected company must be able to complete the project while strictly adhering to the approved architectural designs, technical specifications, and all relevant national construction standards of Rwanda.

The scope of work is further detailed in the attached Terms of Reference, Bills of Quantities and Drawings for your reference.

3. The following mandatory documents must be submitted with the technical proposals

  • Company registration certificate issued by RDB related to construction 
  • A valid certificate of good standing issued by RDB
  • A Valid Tax Clearance Certificate from RRA 
  • A Valid RSSB compliance certificate 
  • Proof of using EBM Invoice (An invoice submitted in the past)
  • A signed commitment letter confirming the bidder’s ability to execute the work within 9 months after signing the contract.
  • Bidders must provide bid security issued by a recognized insurance company or bank, equivalent to 13,337,560 Rwfand valid for at least 120 days from the bid submission deadline.
  • The company must provide certified proof of liquid assets (bank deposits or cash) not less than 30% of the total bid amount. Alternatively, a valid credit line of at least 150 million, specifically for this tender, may be submitted. This credit line must remain valid for the duration of the contract. 
  • A site visit certificate to be issued by DUHAMIC-ADRI

Failure to submit any of the mandatory documents will result in automatic rejection of the bid.

4. Safeguarding clauses

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.

DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviours. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.

Note:

  • All interested bidders are required to participate in a mandatory site visit, scheduled from September 30 to October 6, 2025, between 09:00 AM and 05:00 PM on working days only.
  • Bidders who score below 70% in their technical proposals will not be shortlisted for the financial proposal opening, and their financial proposals will be returned unopened.
  • Participation through a joint venture is not allowed for this tender
