The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region. 

1.1.    Project background

Every year, around 1.5 million tonnes of solid waste are generated in Rwanda, up to 75% of which is organic. According to the National Institute of Statistics Rwanda (NISR), the Rwandan population is projected to grow from approximately 13.6 million to 17.6 million by 2035, with respective knock-on effects in terms of the volumes of waste generated. The most recent NISR survey of 2020 revealed that only 12.1% of households have access to waste collection services nationwide and that the principles of circularity are only applied in isolated incidences, and less than 4% of waste is recycled. Rwanda’s GHG emissions from waste are estimated at 0.64 megatons CO2 equivalent (MtCO2e), equivalent to 12% of all of Rwanda’s GHG emissions. hence, poor practices in the waste management sector and circular economy pauses significant risks for overall public health and the environment. 

Involving Rwanda private sector is essential for a durable transition from a linear economy to sustainable waste management and circular economy. However, some challenges were identified such as; low awareness on sorting waste properly, very low waste recycling rate, lack of adequate technologies in waste treatment, limited technical skills related to waste treatment, inadequate key infrastructures such as sanitary landfills and recycling facilities, very limited financial resources needed to promote investment in the sectors, need to develop plans for viable business models which can convince potential financiers, lack of skills and capabilities in the local private sector enterprises to replicate successful business models in Rwanda as well as other regions in need. 

GIZ under the German-Rwandan Programme for Climate Change Mitigation and Adaptation and Sustainable Urban Development initiated a project entitled” Supporting a Sustainable Waste and Circular Economy in Rwanda”. The project also contributes to the following Sustainable Development Goals (SDGs): SDG 8 (decent work and economic growth), SDG 11 (sustainable cities and communities), SDG 12 (responsible consumption and production), and SDG 13 (take urgent action to combat climate change and its impacts) 

1.2. Supporting a Sustainable Waste and Circular Economy in Rwanda project

The Waste and Circular Economy” (WCE) project aims to enable public and private actors to implement circular economy practices in Rwanda’s waste management sector. It is part of the Rwandan-German climate and development partnership signed by Ministers in charge of environment of both partner countries in March 2022. WCE aims to enhance and increase technical and organisational skills and capacities within relevant structures to ensure sustainable implementation of the circular economy approach in waste management. One of key instrument for WCE to apply a needs-based capacity development. Briefly tailored to beneficiary.  

Through a partnership with the Ministry of Environment (MoE) and subordinate institutions, the WCE team provides to those relevant actors with technical and process related advisory on the best instruments for effective implementation, operations and arising supportive national policies, strategies, and plans to achieve efficient circular economy and waste management.  

The Waste and Circular Economy project gives a specific focus on the cooperation between the public and private sector. Its implementation re-iterates initiating and moderating dialogues between state institutions and private enterprises, but most importantly will promote innovative and creative approaches for better results. 

The main objectives of WCE project are (1) Fostering Circular Economy (CE) approaches in regulatory frameworks, private business environment, entrepreneurship efforts and municipal waste management regarding sustainable prevention and handling of waste. (2) Support of cooperation between public and private actors for a circular economy in the waste sector 

1.3.    WCE stakeholders in the private sector

GIZ WCE aims mainly to support private sector actors involved in waste management activities from Kigali City and its Satellites Cities and municipalities. These include people in waste collection, recycling, and landfill operators. Beneficiaries benefit from a long-time coaching, technical assistance and advisory to eventually develop and implement their proper business models expanded to the circular economy approach. Creativity and innovation to ensure sustainable impact is essential during the project support. 

1.4 Tasks to be performed by the consultant 

In this regards GIZ WCE want to recruit a consultant for a period starting 1st September 2023 until 30 June 2024. More details on the schedule are shared in the paragraph to follow. And the expected results from the consultancy are:

  • Conduct a need assessment in sustainable waste management and circular economy - in office as part of the consultancy works inception report.
  • Develop an introductive training material/module, and deliver training in:
  • Sustainable waste management practices, introduction to Circular Economy and various approaches of treating organic waste, plastic waste, hazardous waste, and medical waste.
  • Adequate technologies including machinery applied to recycling plastic waste and propose various products that can be produced.
  • Knowledge on organic compost processing from household waste.
  • Develop training material and deliver training on landfill management, Design and construction of sanitary landfill, Operation, and maintenance of sanitary landfill, Closing of a landfill and Improvement methods of existing open dumpsites.
  • Reporting on; (1) participants’ awareness on sustainable waste management, (2) willingness to develop respective business models/strategies integrating sustainable waste management and circular economy and responding to related challenges, 
  • Contribute to the preparation of training and workshop materials (review and customize training materials and hand-outs) for workshops to be organized - on GIZ request. 

2. Qualification of the consultant 

The consultant has the following qualifications:

  • At least Master’s degree in Environment Management, Biotechnology, Waste Management, or related field, at least with 5 years’ experience as consultant or professional training.
  • Proven knowledge of various approaches of treating organic waste, plastic waste, hazardous waste, and medical waste, knowledge on industrial manufacturing processes, at least 3 years.
  • Proven three assignments or three years’ experiences with training material development.
  • At least 2 experiences in business support services including a thorough understanding of business planning and/or value chain support. With at least one experience from Rwanda or the east African region for a relative understanding of current finance ecosystem of the country.
  • Excellent communication, writing skills in English and interpersonal skills.
  • Team player, enthusiasm, public speaking aptitude, and creativity are essential attributes.

Calculate your financial bid exactly in line with the quantitative requirements of the specification of inputs above. There is no contractual right to use up the full days/travel or workshops or budgets. The number of days/travel/workshops and the budgets will be contractually agreed as maximum amounts. The regulations on pricing are contained in the price schedule.

5.  Requirements on the format 

The CV submitted by the expert under this assignment can have a maximum of four pages. If the maximum page length is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered. There is no methodology concept required that needs to be submitted for this tender and that should be considered in the assessment. 

As there are no local and international travels planned under this assignment, no travel-related costs and expenses are included in the specification of inputs above.
