The Rwanda Society of Obstetricians and Gynecologists (RSOG) is committed to advancing maternal, newborn, and reproductive health through evidence-based programming, advocacy, and capacity building. To enhance its Monitoring, Evaluation, Research, and Learning (MERL) functions and promote data-driven decision-making, RSOG seeks to build staff capacity in the use of Microsoft Power BI for data visualization, reporting, and analytics.

Objective of the Assignment
|
The main objective of this consultancy is to equip RSOG staff with practical skills in Power BI, enabling them to collect, transform, analyze, visualize, and share health-related data effectively. The training will combine theory, hands-on exercises, self-learning, and mentorship to ensure staff competency and sustainable application.

Scope of Work and Learning Modules
|
The consultant will be responsible for designing and delivering a competency-based Power BI training program tailored to RSOG’s data analysis and reporting needs. Specifically, the consultant will:
- Design and deliver a structured training program aligned with RSOG’s MERL requirements.
- Conduct two weeks of in-person training covering Power BI fundamentals, dashboards, advanced analytics, and integration with RSOG’s existing data systems.
- Facilitate two weeks of guided self-learning and development, including assignments, projects, and virtual follow-up support.
- Deliver two weeks of in-person mentorship and validation sessions to reinforce learning, troubleshoot challenges, and validate staff competencies.
- Develop practical exercises and use real RSOG datasets to ensure contextualized and applicable learning.
- Produce a comprehensive training manual and reference materials for future use by RSOG staff.
- Submit a final report summarizing staff performance, key achievements, challenges, and recommendations for sustainability.
The training program will cover the following learning modules:
- Foundations: Introduction to Power BI, interface navigation, Desktop vs. Service, datasets, reports, dashboards, and workspaces.
Expected outcome: Learners can open Power BI, load data, and describe the interface.
- Data Loading & Transformation: Importing data, cleaning with Power Query (removing duplicates, handling missing values), merging, understanding data types, shaping tables, appending queries.
Expected outcome: Learners can transform raw data into structured tables.
- Data Modeling: Designing relationships, star schema, calculated columns, measures, setting primary keys, and understanding cardinality.
Expected outcome: Learners can design a simple data model to support analysis.
- Visualizations & Reporting: Creating charts, slicers, drilldowns, formatting visuals, and building interactive dashboards.
Expected outcome: Learners can create and format effective reports and dashboards.
- DAX Basics: Writing measures with SUM, AVERAGE, CALCULATE, and time intelligence functions.
Expected outcome: Learners can write simple DAX formulas to enhance reports.
- Sharing & Collaboration: Publishing to Power BI Service, creating dashboards from multiple reports, secure sharing, and setting permissions.
Expected outcome: Learners can share reports securely within RSOG and with stakeholders.
- Advanced Features: Row-level security, advanced DAX, custom visuals, and performance optimization.
Expected outcome: Learners can build professional-grade, scalable solutions.
- AI and Machine Learning in Power BI: Using AI visuals (Key Influencers, Decomposition Tree), natural language (Q&A visual), and integrating R/Python scripts.
Expected outcome: Learners can leverage AI-powered insights and embed machine learning scripts into dashboards.
- Data Integration & Automation: Connecting to multiple sources (Excel, SQL, SharePoint, APIs), scheduling data refresh, and setting up gateways for automatic updates.
Expected outcome: Learners can integrate data from multiple platforms and automate refresh processes.
- Power BI Administration: Managing workspaces, user roles, security groups, monitoring usage, and governance best practices.
Expected outcome: Learners can manage Power BI environments securely and efficiently.
- Performance Tuning & Optimization: Best practices for large datasets, query optimization, aggregation tables, and incremental refresh.
Expected outcome: Learners can optimize dashboards for speed and scalability.
- Embedding & Advanced Deployment: Embedding Power BI reports into other applications (e.g., SharePoint, Teams), using Power BI REST APIs, and DevOps pipelines.
Expected outcome: Learners can deploy Power BI as part of wider organizational systems.
- Continuous Learning: Guidance on Microsoft Learn, Power BI community resources, certifications, and strategies for continued professional growth.
Expected outcome: Learners can independently pursue advanced Power BI knowledge.

Deliverables
|
1. The consultant will deliver the following:Training Curriculum and Materials: A comprehensive training plan, presentations, manuals, and reference guides aligned with all modules (from foundations to advanced features).
2. Practical Exercises and Case Studies: Hands-on exercises, sample dashboards, and interactive projects developed using real RSOG datasets to ensure contextualized learning.
3. Mentorship and Validation Plan: A structured plan outlining approaches for one-on-one support, group mentorship sessions, and competency validation checkpoints.
4. Competency Assessment Tools: Pre- and post-training assessments (tests, practical evaluations, feedback surveys) to measure progress, skills gained, and training effectiveness.
5. Knowledge Products: A repository of reusable dashboards, sample DAX formulas, and best-practice templates that RSOG staff can adapt for future work.
6. Final Training and Mentorship Report: A detailed report including staff performance results, training highlights, challenges encountered, lessons learned, and clear recommendations for sustaining and scaling Power BI use within RSOG.
7. Sustainability Roadmap: Practical recommendations and resource links (Microsoft Learn pathways, Power BI community forums, certification opportunities) to guide continuous staff learning and capacity strengthening.

Duration and Schedule

The consultancy will run for two months (non-consecutive)

Required Qualifications and Experience |
Education:
- Master’s degree in data science, Statistics, Information Systems, Computer Science, Public Health, or a related field.
- Bachelor’s degree in the above fields may be considered if accompanied by strong relevant experience.
- Professional certifications in Microsoft Power BI (e.g., Microsoft Certified: Data Analyst Associate) or equivalent business intelligence certifications.
Experience:
- Minimum of 5 years of professional experience in data management, analytics, monitoring and evaluation (M&E), or information systems, preferably in the health or development sector.
- Proven experience in designing and delivering structured training and mentorship programs, including adult learning facilitation.
Skills:
- Advanced expertise in Microsoft Power BI, including DAX, Power Query, Power BI Desktop, and Power BI Service administration.
- Experience integrating Power BI with other platforms (Excel, SQL, SharePoint, APIs, or cloud services such as Azure).
- Strong analytical, problem-solving, and data visualization skills.
- Excellent facilitation, communication, and report-writing skills.
Language:
- Proficiency in English is required.
- Proficiency in Kinyarwanda is an added advantage.
