Job Summary

The Data Manager is responsible for overseeing the collection, validation, analysis, and reporting of health data—particularly HIV/AIDS program data—within the health center. Under the CDC Cooperative Agreement (COAG), the role ensures that all data management processes comply with PEPFAR/CDC standards, contributing directly to program monitoring, patient care improvement, and national health system strengthening.

Key Responsibilities

1. Data Collection & Management

  • Ensure accurate and timely collection of patient-level and service delivery data for CDC/PEPFAR-supported programs.
  • Oversee the use of national data systems and digital platforms such as HMIS, EMR (SmartCare, OpenMRS), based on local context.
  • Monitor performance indicators like HTS_TST, TX_NEW, TX_CURR, and other MER (Monitoring, Evaluation, and Reporting) metrics.

2. Data Quality Assurance (DQA)

  • Lead routine data verification, validation, and cleaning procedures.
  • Organize monthly or quarterly DQA exercises in line with national and CDC protocols.
  • Resolve discrepancies and data inconsistencies in collaboration with clinical and M&E staff.

3. Reporting & Performance Monitoring

  • Compile and submit weekly, monthly, and quarterly reports to the District Health Office, Implementing Partners, and CDC, using tools such as DATIM, MER frameworks, or internal dashboards.
  • Support staff to interpret and use data for performance improvement, focusing on key areas like HIV testing, treatment initiation, viral suppression, and retention in care.

4. Technical Support & Capacity Building

  • Train health center staff on CDC/PEPFAR indicators, data collection tools, and reporting processes.
  • Build capacity on using EMR systems and maintaining data quality standards.
  • Provide one-on-one mentorship to clinical and M&E personnel.

5. Confidentiality & Data Security

  • Enforce CDC and national data protection policies for patient-level data.
  • Ensure proper security measures for both digital and paper-based records (e.g., password protection, access controls, and regular data backups).

6. Collaboration & Communication

  • Work closely with clinicians, M&E teams, District Health Teams, and CDC Implementing Partners to ensure efficient data flow and coordination.
  • Participate in data review and quality improvement meetings, and help turn data insights into program improvements.

7. Monitoring & Evaluation Support

  • Support the tracking of program performance and key outcomes.
  • Maintain internal dashboards to track target vs achievement progress.
  • Assist in preparations for CDC audits, SIMS assessments, and external data verification exercises.

8. Adherence to CDC/PEPFAR Standards

  • Ensure compliance with all CDC/PEPFAR requirements, including MER guidance, SIMS protocols, and reporting timelines.
  • Keep up-to-date with evolving data standards and reporting tools required by CDC.

Qualifications and Competencies

  • Bachelor’s Degree (A0) or Advanced Diploma (A1) in Health Information Systems, Public Health, Statistics, Epidemiology, or a related field.
  • At least 2–3 years of experience in data management or M&E in a health program, preferably with PEPFAR or CDC-supported programs.
  • Proficient in EMR platforms (e.g., SmartCare, OpenMRS), DHIS2, and data reporting tools like DATIM.
  • Excellent attention to detail, analytical thinking, and report writing skills.
  • Familiarity with PEPFAR MER indicators and SIMS tools is a strong advantage.
