Design, Development, and Deployment of a Professional, Responsive, and Secure Website Tender at Rwanda Women’s Network (RWN)

BACKGROUND

Rwanda Women’s Network (RWN) is a national non-governmental organization dedicated to promoting and strengthening strategies that empower women and girls in Rwanda. Established in 1997, RWN operates 23 village-level Women Safe Spaces and works on gender equality, GBV prevention, economic empowerment, and health. To enhance its online visibility, strengthen stakeholders’ engagement, and digital fundraising capacity, RWN invites qualified and experienced web development companies or individual consultants to submit bids for the design and development of a modern, interactive, user-friendly, bilingual (English & Kinyarwanda), mobile-responsive, and secure website aligned with global standards. 

1. SCOPE OF WORK

The selected bidder will: 

• Design a fresh, professional, women-centered visual identity (logo refresh optional). 
• Develop a fully responsive website (desktop, tablet, mobile) compatible with all modern browsers. 
• Create a dynamic homepage featuring: animated banners, moving videos (hero section), image sliders, motion graphics & text animations.
• Ensure compatibility with all major browsers (Chrome, Firefox, Microsoft Edge, and Safari).
• Integrate a secure Content Management System (CMS). 
• High standard website (80 % coded).
• Train 2 RWN staff (2-day hands-on training) on content updates.

Create the following key sections/pages (minimum): 

1. Home (dynamic landing page with videos, sliders, animations)
2. About Us (History, Mission, vision, values, Team, Governance) 
3. Meet our Team (RWN Staffs, Board members)
4. Programs (Healthcare and support, gender-based violence prevention & response, Socio-economic empowerment and transformative education, Governance & Leadership, Environmental Justice, Institutional development, Family promotion & child protection) 
5. Success Stories (different stories of changes from our women safe spaces and about our safe spaces)
6. News & Events (Blogs, Press Releases, Events Calendar, Publications + other Events) 
7. Resources & Publications (Impact reports, annual reports, downloadable PDFs) 
8. Get Involved (Volunteer, Donate – with PayPal/Visa or MasterCard/MTN MoMo/credit card gateway) 
9. Contact Us (interactive google map, contact form, WhatsApp chat Integration) 
10. English should be the original language with possibility of translation of all content in other languages including Kinyarwanda for end users.

2. TECHNICAL REQUIREMENTS 

The provider must ensure: 

• Fast loading speed (3 seconds max)
• SEO Optimization (Google Search Console setup + Analytics) +Accessibility
• Implement strong security features (SSL/HTTPS full configuration, Firewall and Malware Protection, Regular backups (automated))
• Privacy & Data Protection Compliance
• Spam protection on all forms
• Two-factor authentication for admin access

3. CONTENT DEVELOPMENT REQUIREMENTS

• Develop and update content aligned with RWN’s pillars and programs.
• Rewrite, refine, or reorganize existing texts from our current website.
• Ensure the content is accessible, inclusive, and engaging.
• Provide stock images, illustrations, icons, and motion graphics where needed.

4. DELIVERABLES

• Project inception report & wireframes for all main pages. 
• Site map.
• Style guide and design direction.
• Complete website (beta version) for review and integrated payment systems, uploaded content, dynamic homepage functioning, SEO and analytics installed.
• Final live website (SSL installation, mobile-optimized and tested on all devices & fully functional bilingual website).
• Training & user manual.

5. POST-LAUNCH SUPPORT & WARRANTY

• The provider must offer technical support, bug fixes, and maintenance for 24 months after launch.
• Priority support during critical incidents.
• Security monitoring. 
• Any defects or functional issues must be corrected at no extra cost during the warranty period.

N: B; Preference will be given to providers who can offer local or remote support accessible from Rwanda for prompt response.

5. ELIGIBILITY & QUALIFICATION REQUIREMENTS

• Valid RDB registration certificate & VAT certificate. 
• Must have a valid Tax Clearance Certificate
• Proven experience of at least 3 similar websites completed in the last 3 years (provide links & references). 
• Ability to complete the work within 45 calendar days.

6. SUBMISSION REQUIREMENTS

Bids must be submitted in by email to Rwanda Women’s Network Via email: rwawnet@rwanda1.rw with the subject Website Development”. 

Bids will include:

• Company profile with contacts & team CVs. 
• Portfolio with 3 live websites. 
• Mock-up design of RWN homepage (PDF).
• Financial Proposal (all-inclusive budget in RWF (including taxes, hosting 2 years, training, maintenance). 
• Breakdown about how to deliver on: design, development, hosting, training, support.

VALIDITY OF OFFERS

Offers must remain valid for 20 days from the closing date. RWN reserves the right to accept or reject any bid without incurring any liability.
