JOB DETAILS:
Director of Administration and Finance Unit
Level:3.II
Job description
• Advise on all matters related to finance and administration;
• Ensure effective and efficient implementation of the short, medium- and long-term strategy for financial needs;
• Manage and supervise daily financial operations;
• Coordinate all internal and external audit activities;
• Coordinate and ensure proper and timely financial reporting and ensure that applicable accounting standards and procedures are respected;
• Manage the HR functions and ensure that all institutional HR policies, procedures and systems are respected;
• Ensure effective implementation of the staff capacity building plan;
• Coordinate and manage staff performance contracts and evaluation in the Institution;
• Supervise the implementation of the IT functions for all institutional services and support systems;
• Coordinate effective planning, management and reporting of institutional logistics and assets;
• Coordinate the effective utilization of rented vehicles and timely reporting of cost owned vehicles;
• Ensure the adequate staff management in compliance with public HR laws and legislation;
• Coordinate the recruitment process for vacant positions;
• Coordinate and manage the drafting of contracts of employees in collaboration with the legal advisor;
• Manage and ensure timely payment of staff salaries and other fringe benefits on a regular basis;
• Participate in Quarterly joint reconciliations between HEC, BRD, UR and RP to determine eligible GoR sponsored students;
• Ensure the existence of strong Internal Control of fund allocation, budgetary commitments, authorizations and payments;
• Coordinate all programs pertaining to staff welfare;
• Perform any other duties assigned by his/her supervisor.


Minimum Qualifications
• Bachelor’s Degree in Accounting with CPA/CPFA/CPFM intermediate level /ACCA Foundation Level (Completion of ACCA Applied Skills papers)
3 Years of relevant experience
• Bachelor’s Degree in Finance with CPA/CPFA/CPFM intermediate level /ACCA Foundation Level (Completion of ACCA Applied Skills papers)
3 Years of relevant experience
• Master’s Degree in Finance with CPA/CPFA/CPFM intermediate level /ACCA Foundation Level (Completion of ACCA Applied Skills papers)
3 Years of relevant experience
• Master’s Degree in Accounting with CPA/CPFA/CPFM intermediate level /ACCA Foundation Level (Completion of ACCA Applied Skills papers)
1 Year of relevant experience
• A holder of a Degree in any field with API/PFM Certificate
3 Years of relevant experience
• Post Graduate Degree in PFM n
2 Years of relevant experience
