This role supports the Ministry of Trade and Industry (MINICOM) IT department in its mission to digitalize trade and industry sectors. It involves developing and implementing actionable plans, supporting ICT strategies aligned with the Smart Rwanda Master Plan (SRMP), and reviewing current ICT services. The specialist will also identify areas for harmonization, collaborate on e-business strategies, and engage with stakeholders to understand and meet business requirements. Continuous auditing of e-commerce platforms for performance and data-driven decision-making are key aspects of this position. The role also involves drafting project proposals for e-commerce fund mobilization.
Responsibilities or duties
The E-Commerce Specialist will be responsible for:
- Supporting MINICOM IT department in the digitalization of trade and industry sectors.
- Developing actionable plans and coordination for their implementation.
- Supporting MINICOM departments in implementing ICT strategies relevant to trade and industry sectors, with connections to the Smart Rwanda Master Plan (SRMP).
- Reviewing current ICT services, applications, and infrastructures in the trade and industry sectors.
- Proposing potential areas for harmonization of overlapping systems to improve efficiency.
- Collaborating with internal departments to strategize on e-business department opportunities and enhancements.
- Partnering with stakeholders and the business community to understand business requirements and develop strategies to meet them.
- Continually auditing e-commerce platforms for performance and driving recommendations for improvements.
- Engaging in data-driven decision-making for planning, execution, and optimization of e-commerce development in Rwanda.
- Drafting project proposals for e-commerce for fund mobilization purposes.
Qualifications or requirements
The required work experience of 3 years or 1 year must be relevant to the fields of E-Commerce, Trade, Industry and Project Management.
Experience needed
3 years or 1 year of relevant experience in E-Commerce, Trade, Industry, and Project Management.

- Support MINICOM IT department to play its role of digitalization of trade and industry sectors.
- Develop actionable plans and appropriate coordination for their implementation for the digitalization of the trade and industry sectors.
- Support MINICOM departments in implementation of ICT strategies relevant for trade and industry sectors with clear connections to the smart Rwanda Master plan (SRMP )Existing and approved sector sub-plans under SRMP)
- Review of current ICT services, applications and infrastructures in the trade and industry sectors.
- Propose potential areas for harmonization where systems are overlapping to improve efficiency.
- Collaborate with internal departments to strategize on the e-business department opportunities and enhancements from concept to delivery.
- Partner with stakeholders and the business community to understand business requirements, and develop and help execute the strategy to meet requirements.
- Continually audit e-commerce platforms for performance and drive recommendations for improvements.
- Engage in data -driven decisions making for planning, execution, and optimization of e-commerce development in Rwanda.
- Draft project proposals for e-commerce for fund mobilization purposes.
