Electronic Logistics Management and Information Systems (e-LMIS) Advisory Services
Dear Sir or Madam,
Chemonics International Inc. (hereinafter referred to as “Chemonics”), under the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project, USAID Contract No. AID-OAA-I-15-00004 and Task Order Nos. AID-OAA-TO-15-00007, AID-OAA-TO-15-00009, AID-OAA-TO-15-00010, and AID-OAA-TO-16-00018, is issuing a Request for Proposals (RFP) to procure electronic logistics management and information systems (e-LMIS) advisory services to support the GHSC-PSM project in Rwanda. The attached RFP contains all the necessary information for interested Offerors.

Submission Procedure
Companies or organizations should indicate their interest by submitting a proposal for the anticipated subcontract through email to Rwanda Operation Procurement team, operationprocurement@ghsc-psm.org by November 21, 2022. Emailed offers must be received no later than 17:00 EST on November 28, 2022.
Following this RFP, Chemonics anticipates awarding an Indefinite Quantity Subcontract (IQS) and may issue accompanying TOs. During implementation of the work solicited in this RFP, the IQS instrument will serve as the governing subcontract for the work and relationship between the contractor and subcontractor, while the TOs instruments will be used by the contractor to order work from the subcontractor as needed, within the parameters of the IQS. Only IQS holders may bid on TOs under the IQS.
If necessary, Chemonics will provide answers to all relevant questions received in an amendment that will be emailed directly to all Offerors who indicated an interest in submitting a proposal.
This RFP does not obligate Chemonics to execute a subcontract, nor does it commit Chemonics to pay any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics reserves the right to reject any and all offers, if such action is considered to be in the best interest of Chemonics.
