I. General information

  1. Brief information on the project

GIZ Rwanda’s Climate, Energy and Urban Development Cluster is implementing a range of electric mobility activities, including the preparation of a pre-feasibility study, project development, and participation in e-mobility initiatives. To ensure effective coordination and delivery, GIZ seeks to contract a service provider to provide technical and organizational support for these activities.

2. Context

GIZ Rwanda’s Climate, Energy and Urban Development Cluster is implementing a range of electric mobility activities, including the preparation of a pre-feasibility study, project development, and participation in e-mobility initiatives. To ensure effective coordination and delivery, GIZ seeks to contract a service provider to provide technical and organizational support for these activities.

The objective of this contract is to provide expert support in the organization, facilitation, and coordination of activities related to the pre-feasibility study, project development, and e-mobility initiatives.

3. GIZ shall hire the contractor for the anticipated contract term, from 01st October 2025 to 30th May 2026

4. The contractor shall provide the following work/service: 

  • Pre-Feasibility Study 
    • Organize workshops and meetings with relevant stakeholders.
    • Facilitate bilateral consultations as required.
    • Review deliverables produced under the pre-feasibility study.
    • Share deliverables with stakeholders and collect their inputs.
  • Participatory Process to Develop Project Concept on Public Transport Electrification 
    • Develop a consultative process to engage key stakeholders for project concept development. The approach shall include a schedule for engagement with the stakeholders (including number of workshops), a list of stakeholders to be engaged, and the objectives of each consultation session. 
    • Organize workshops and meetings as part of project development.
    • Facilitate bilateral consultations with stakeholders.
    • Support in the development of a project concept note focused on public transport electrification.
    • Share deliverables with stakeholders for feedback and input.
  • Technical backstopping on E-Mobility to GIZ staff
    • Provide technical expertise and advisory to GIZ staff upon request. 
    • Provide one PowerPoint presentation on Public Transport electrification in Rwanda based on pre-feasibility study and project concept (two tasks above). The presentation shall include the current status quo on public transport electrification, main ongoing initiatives in the sector from all relevant development partners and public institutions, as well as a summary of the main content from the pre-feasibility study and project concept. The presentation shall be used as a means for stakeholder briefings and shall thus be engaging and prioritize visuals over text.

The tenderer is required to propose personnel for the positions specified here and described with respect to the areas of responsibility and qualifications on the basis of relevant CVs.

The below specified qualifications represent the requirements to reach the maximum number of points in the technical assessment.

Education:Master’s degree in transportation, mechanical engineering, electrical engineering or related

Professional experience:1 year experience working on E-Mobility and conducting feasibility studies

1.1.2. Experience in the region/knowledge of the country

1 year of experience working with public and private stakeholders in the transport sector in Rwanda

1.1.3.Language skills:

English business fluency in C1

Calculate your financial bid exactly in line with the quantitative requirements of the specification of inputs above. There is no contractual right to use up the full days/travel or workshops or budgets. The number of days/travel/workshops and the budgets will be contractually agreed as maximum amounts. The regulations on pricing are contained in the price schedule.

III. Requirements on the format of the tender

The CV submitted for each expert can have a maximum of four pages. If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered).

Financial Proposal: Financial offer indicates the all-inclusive total contract price, supported by a breakdown of all costs as described in the specification of inputs.
