Expression of Interest (EOI) Strategic Tourism Development Plan for Musanze District

1. General overview
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate and Energy, Digitalization, Extractive Governance and Peace and Security in the Great Lakes Region.

General Context of Skills Development for Economic Transformation
Rwanda aspires to improve standards of living for all its citizens in the Vision of 2050. The Country is aiming to become a middle-income economy by 2035 and high-income economy by 2050. The Vision will be implemented through a series of seven-year National Strategies for Transformation (NST1), underpinned by detailed sectoral strategies that are aimed toward achievement of the SDGs and the Africa Agenda 2063. The NST1 came after the implementation of two, five-year Economic Development and Poverty Reduction Strategies—EDPRS (2008-12) and EDPRS-2 (2013-18), under which Rwanda experienced robust economic and social transformations. The growth averaged 7.5% over the decade to 2018 while per capita growth domestic product (GDP) grew at 5% annually. However, the rate of unemployment and underemployment is still prominent. With strategies like the NST 1 (2018-2024) and the Private Sector Development and Youth Employment Strategy (PSDYES), the Government of Rwanda is promoting skills development and the creation of off-farm jobs.
The program Skills Development for Economic Transformation (SD4T) as part of the priority area “Sustainable economic development, training and employment” of the Rwandan-German Development Cooperation, is supporting these efforts. Skills Development for Economic Transformation with the objective of pro-employment growth in Rwandan light industry is aligned with the principles of inclusiveness, productivity and environmental sustainability and will be implemented between January 2023 and December 2025.
The program aims at employment-intensive growth through strengthening the capacities of key sectoral institutions; improving the quality of TVET measures; increasing the performance of companies and enhancing women’s economic participation.
As one of the largest and most successful private sectors and the largest contributor to Rwanda’s export value, GIZ is building on previous achievements by continuing to support tourism. Due to its impact and size, tourism works as a motor for other sectors by increasing demand in manufacturing, agriculture and other services.

2. Tourism in Rwanda and Musanze
Tourism in Rwanda is experiencing a period of strong growth, and part of the growth strategy involves diversifying the country's tourism offering. For many years, Volcanoes National Park and its mountain gorillas have been the primary draw for tourists to Rwanda. Even though they are a huge asset and continue to bring in visitors, Rwanda's tourism must extend beyond them if it is to grow further. Careful planning and coordination of activities and stakeholders is required if the sector is to continue its growth trajectory.
Rwanda’s Sustainable Tourism Development Plan presents eight Destination Management Areas (DMAs) as a way of diversifying Rwanda’s tourism offering through the creation of new core and supporting products. Musanze District is one of 5 districts in the Northern Province and part of Volcanoes Destination Management Area.
Musanze District Development Strategy (2018 – 2024) aligns with the NST1 by promoting industrialization and attaining a structural shift in the export base to high-value goods and services to increase exports. Tourism is highlighted in the district development plan through the District vision of becoming “A Tourism Center of Excellence”. This vision is anchored in three goals amongst which the improvement of attractive touristic sites is included. These goals will be achieved through eight strategic objectives that will include the identification of seven new touristic sites, new tourism facilities, and creation of new off farm jobs.

Musanze Secondary City Masterplan 2050 incorporates tourism through a food park, green trail as well as a more bicycle and pedestrian friendly urban environment. The Integrated Tourism Development outside the city center includes hotels, casinos, bars and pedestrian zones.
In the National Land Use & Development Master Plan, Musanze shall remain the major tourism hub for the country with gorilla tourism expected to remain a significant contributor to the overall tourism revenues. MICE is also planned on being introduced to create a complete tourism destination.
Currently, the Volcanoes National Park in Musanze District offers gorilla trekking, where visitors can observe these majestic and rare primates in their natural habitat and some of the world’s best lodges can be found in the district where they mainly host upmarket visitors to the national park. Musanze offers a range of other activities apart from gorilla trekking. Hiking the Virunga Volcanoes, Caving and the nearby Twin Lakes are some examples. Musanze also has a network of community-based tourism experiences.

3. Objectives
As the home of the mountain Gorillas and Volcanoes National Park, Musanze is the motor of Rwanda’s tourism sector. The impact of tourism on other sectors such as manufacturing and agriculture as well as its large contribution to the country’s export value, makes Musanze and its unique attractions one of the most important economic drivers in the country. The growth of the tourism sector in Musanze would have a large impact on the growth of other sectors as well as the whole economy. Despite its preferential position with one of the world’s most unique tourist attractions, Musanze’s opportunities in tourism are not being fully realized. With a strategic tourism development plan in place, activities, efforts and resources can be focused on common goals. Such a plan would ensure that all opportunities from tourism are realized, continues its strong growth and that the development of the sector is sustainable.
The objective of this assignment is to develop a Strategic Tourism Development Plan for Musanze District that will serve as the blueprint of the district’s tourism sector development. The blueprint will support the coordination of activities and inputs from stakeholders, hence efficiently streamlining efforts towards common goals. The plan should capture the views from a diverse group of stakeholders at national, regional and local level as well as taking existing plans into consideration. The consultant is also required to incorporate his or her experience in the selection and development of potential tourism products, events and attractions to be considered for development by the district.

The plan should:
• Identify and map existing tourism products and development projects aligned to tourism.
• Align with international, regional and national trends.
• Align with current plans such as Musanze District Land Use Plan, Musanze District Development Strategy, Musanze Secondary City Masterplan and Rwanda Sustainable Tourism Development Plan as well as all other existing plans which are relevant.
• Take into consideration input from relevant stakeholders.
• Create a strategy for how tourism will contribute to the economy, culture and local communities within the district.
• Identify key tourism products, events and attractions which can be developed, protected and/or enhanced to attract more tourists. The identified tourism products should take into consideration and align with the proposed tourism zones as per the district land use master plan of Musanze District and other relevant plans.
• Identify gaps in the infrastructure in Musanze to meet the district’s vision to be the leading tourist destination in Rwanda.
• Clearly show how tourism is able to contribute to development of other economic sectors in Musanze such as agriculture and manufacturing.
• Include a SWOT analysis of the tourism sector in Musanze in its current and envisioned state.
• Ensure that impacts from tourism are managed in an environmentally responsible manner, which is beneficial to all sectors of society in Musanze.
• Suggest a Tourism Marketing Strategy for Musanze District including physical and digital tools to promote tourism in the region.
• Suggest policies and regulations governing health, safety, and security of tourists, as well as strategies for managing tourist related waste.
• Provide suggestions for capacity building which would allow more locals to be included in the tourism sector and how capacity building will be implemented among local tourism and hospitality actors.
• Suggest an economically sustainable and inclusive coordination and management framework for the tourism sector in Musanze.
• Sustainability should be an integral and a crosscutting theme throughout the plan.
• Conduct a cost benefit analysis of the development plan forecasting economic, social and physical consequences.
• Develop an implementation plan within a timeline (can be defined as: long, medium, and short term)
• Conduct a financial analysis of the developed plan and identify potential sources of funds to implement the plan.
4. Deliverables
The assignment includes the following deliverables:
Inception Report
• An inception report including a detailed methodology and plan of work. The inception reports should also include a literature review on suitable products, previous successes stories and failures in the region as well as other planning and framework documents.
Interim Strategic Tourism Development Plan
• A Strategic Tourism Development Plan including all the previously mentioned objectives.

Stakeholder consultations
The consultant is expected to hold consultations with stakeholders to gather views and inputs. Consultations with the following clusters are to be held to make sure that all views and inputs are captured:
• RCOT (RHA, RTTA, RSGA, RATA, RHTEA, RCTA)
• PSF
• RDB
• Civil Society
• JADF
• One Stop Center
• BDEU
• Local Conservation Actors
• TVET Board
• Local TVET Schools
• RWVCA
• Other Important stakeholders and clusters
Validation of the Strategic Tourism Development Plan
• The Strategic Tourism Development Plan is to be physically validated during a validation workshop for national, regional and District stakeholders.
Presentation of the plan
• Strategic Tourism Development Plan is to be formally presented to the identified stakeholders and partners of Musanze District after its validation
• The final plan should be designed by a professional graphic designer before it is finalized and presented

5. Methodology
The consultant is required to use a mixed methodology. The methodology will involve conducting capacity needs assessment which includes national and global assessment of the Tourism market as the target market is both national and international through workshops and meetings with relevant stakeholders as wells as desk review of existing national, regional and District plans related to tourism in the region.
The consultant is expected to work closely with a range of stakeholders from Rwanda Development Board, Rwanda Chamber of Tourism, Musanze District, Musanze Joint Action Development Forum as well as other relevant private and public sector stakeholders and organizations.
Stakeholders are to be consulted individually and/or through workshops. The workshops and meetings will provide an opportunity for stakeholders to share their opinions on how they envision development of tourism in the region.
The objective of these activities will be to gain a comprehensive understanding of the needs and potential of the tourism sector in Musanze District, so that an effective plan can be developed.
Reporting
The consultant will work closely with the members of the technical committee for tourism in Musanze, JADF, District One stop Center, and Business unit and other relevant private and public stakeholders.
The Consultant will report to the Tourism Expert and the Tourism Development Advisor at the Skills Development for Economic Transformation program and the District Executive Secretary as the immediate supervisor. The Vice Mayor FED in Musanze District will be the overall supervisor of the process and reporting to the Executive Committee of the District.

7. Time frame and Working Days
The fieldwork will mainly take place in Musanze Destination Management Area and requires the consultant to be physically present in Musanze District for longer periods throughout the assignment. Occasional meetings in other locations and will be facilitated in accordance with the contract. Close collaboration with stakeholders in Musanze is required throughout the assignment.
Accommodation and travel costs will be reimbursed. This assignment is predicted to be conducted from April to November 2023.
The final report is to be presented to the above-mentioned supervisors by the end of August 2023.

9. requirements
The following qualifications are required by the consultant. The qualifications should be demonstrated amongst a team of consultants.
The consultants are required to have at least the following qualifications:
Project management / Tourism Management /Tourism planning
• At least Master Degree in Travel and Tourism Management, Business Administration, or a related field
• Demonstrated previous experience of developing plans and reports for the tourism sector with at least five years’ of experience
• Demonstrated experience and understanding of the Rwandan tourism sector
• Demonstrated experience and understanding of current international travel and tourism trends and markets with at least five years’ of experience
• Demonstrated experience from leading similar high level project in tourism development
• Demonstrated skills and experience from working with sustainability, conservation and environment
• Strong interpersonal skills with the ability to interact and establish professional strategic relationships with internal and external stakeholders
• Excellent leadership, organizational and time management skills with the ability to multi-task and effectively prioritize competing demands
• Experience in creating and registering companies and organizations in Rwanda would be an added value.
• Experience from developing tourist destinations and working with Destination Management Organizations is highly valued
• International experience from similar work is an added value
• Excellent interpersonal and problem-solving skills with team spirit
• Fluency in both English and Kinyarwanda is compulsory. Knowledge of French will be an added value

Urban Planning / GIS skills
• At least bachelors’ degree in urban planning, regional planning or similar
• At least 5 years’ experience from urban or regional planning
• Understanding of the social, economic impact of planning decisions
• Knowledge of current Rwandan laws, policies and plans regarding planning, land use, zoning, building permits and environmental regulations
• Demonstrated experience and understanding of urban spatial structure and physical design and the way in which cities work
• Knowledge of geographic information systems (GIS) and other relevant software for planning
• Ability to visualize urban development plans
• Ability to estimate the cost of planned urban development
• Understanding of how urban plans and design affects tourism is an asset
