The Rwanda Country Office of the United Nations WORLD FOOD PROGRAMME (UNWFP) is reviewing and up-dating its list of Road Transport Companies for the of humanitarian/development food and non-food assistance consignments within Rwanda and transit consignments to neighboring countries (primarily but not restricted to Burundi, Democratic Republic of Congo, Ethiopia, Kenya, Somalia, South Sudan, Tanzania and Uganda).

Commodities moved are mainly Cereals, Pulses, and Blended foods in 15, 25 or 50KG polypropylene bags. Edible Oil is usually packaged in plastic jerry cans / tins boxed in cartons of approximately 18 and 24KG. Non-Food Items (NFIs) of unknown / specified weights/packaging, which include (but not limited to empty bags in bales, stacking pallets, cardboard cartons, tools for projects supported by WFP, as well as tarpaulins and a variety of other items used in the provision of humanitarian and development assistance).

IMPORTANT NOTICE:

Interested transport companies MUST be registered to operate in Rwanda and possess a minimum available capacity of 320 metric tons (for Overland/cross border transport) or 200 metric tons (for Inland transport). Uplift capacity is comprised of owned trucks as evidenced from motor vehicle logbooks and/or company's financial

statements.

REQUIRED DOCUMENTATION TO SUBMIT WITH THE EOI:

Transport companies interested in participating in the planned solicitation process should forward their EOI to UNWFP by electronic mail (E-mail) as indicated below. To be deemed eligible for the pre-qualification process, firms are required to submit all the below listed documents within the EOI to the WFP Kigali office by e-mail: 1. A letter of Interest.

2. An original letter of support from the interested company's principal financial banker outlining the company's financial status and credibility.

If such a letter is issued in the name of an individual (guarantor) related to the company, clearly state the guarantor's exact position in the company and/or other links with the company.

3. Completed WFP Transport Questionnaire with copies of logbooks confirming ownership of trucks. Interested companies should send a request to RWANDA.LOGISTIC@WFP.ORG in order to get the WFP Transport

Questionnaire.

4. Company's Audited Financial Statements for at least two of the past three years (2020, 2021 and 2022).

5. Company's Certificate of Incorporation or registration in Rwanda.

6. Company's tax registration certificate (including VAT).

7. Income tax clearance certificates for at least two of the past three years (2020, 2021 and 2022).

8. Company's current trading license

9. Letter of reference from three existing major clients.

10. Transport companies registered as Customs Authorized Economic Operators (AEO) are to provide a copy of the certificate.

The above documents should be submitted clearly labelled "Expression of interest to provide Transport services Ref.: RW-EOI-TS.023" and to be submitted via email to RWANDA.LOGISTIC@WFP.ORG. Deadline for submission is 5:00pm Kigali time on 19 August 2023.

Transport companies shortlisted for the year 2022 need also to submit the required documents together with completed WFP transport questionnaire whether or not amendments are required.

This announcement is not a tender and transportation rates are not requested at this stage.
