Job Description
Job Title: Finance Director

Job Purpose:
The Finance Director is responsible for providing overall management of the finance and accounting function at IMB/PIH both at Kigali central and sites levels, by promoting financial stewardship, accountability, reliability and accuracy of financial information to be used by PIH/IMB management for decision making and PIH Boston for consolidated financial reporting.
In collaboration with Chief Finance Officer, to develop and implement financial policies, ensuring compliance at Kigali central, sites and program levels, and to ensure effective resource utilization and safe guarding of assets according to PIH/IMB financial management approved policies and procedures.
The Finance Director ensures development of Financial Procedures and internal control systems that are relevant to finance to ensure proper management of financial resources. He/she manages budgets and ensures that program spending is in line with approved budgets and timeline. He/she provides leadership to the finance department and ensures smooth running and efficient delivery of services. The Finance Director technically coordinates three PIH/IMB District/sites financial management operations.
Major Responsibilities:
Key Responsibilities
Financial planning and management

  • Facilitate Programs annual budgets, activities implementation plans and Cash flows reviews and provide relevant feedbacks to program heads on time.
  • Develop and institute budget monitoring tools which will support program heads in ensuring that programs are spending in line with approved budgets and timeline.
  • Ensuring that District level implemented activities are well coordinated and aligned with IMB objectives, periodic (monthly, quarterly) cash flow and programs spending plans.
  • Ensure that consolidated annual/quarterly cash flows and monthly cash funding requests are prepared and submitted to Kigali central office as per sites needs and on timely manner.
    Financial accountability and reporting
  • Review all programs related financial transactions (payment requests) to ensure that they are within the approved scope of planned activities and donor requirements and that they are in compliance with the financial policies and procedures and can be approved and paid.
  • Ensure weekly accurate posting of both Kigali central and sites transactions in appropriate accounting systems (Field Connect and SERENIC).
  • Manage all bank accounts and ensure that Kigali central and Districts/sites finance offices provides timely cash/cheque disbursement services to all internal and external clients.
  • Ensure PIH sites and programs’ timely preparation and submission of all monthly, quarterly and annual financial reports to PIH/IMB Senior Leadership.
  • Ensure that PIH/IMB balance sheet accounts are reviewed and analyzed monthly and quarterly to ensure their accuracy, follow up outstanding balances and that they are properly reconciled and managed.
  • Participate in the year-end closing processes including timely collection of sites year-end reports, appendices and carry-forward guideline requirements.
  • Prepare monthly management reports (cash position, bank reconciliations, expenditures and funding, VAT refund, expenditures plans…) to Chief Finance Officer.
    Risk Management and Controls
  • Play the role of internal control systems custodian – this involve continuous review of existing financial and other internal control systems and advise and/or assist in setting up workable controls in line with the Financial Policies and procedures.
  • Ensure that appropriate financial systems and controls are in place to avoid significant audit risk ratings, both at Kigali central and Districts/sites levels.
  • Work with Compliance and Risk Management staff to ensure timely and smooth internal audit processes and timely preparedness for external audits for each relevant PIH/IMB individual fund.
  • Develop tools and institute procedures to ensure that internal and external audit recommendations are timely implemented by all concerned parties throughout IMB/PIH.
  • Ensure that funds monthly transferred to Hospitals and Health Centers are accurately, timely and properly accounted for and periodically audited.
    Capacity building
  • Train and coach all finance department and program staff to interpret and apply PIH/IMB financial policies and procedures in line with Financial and Procurement Manuals.
  • Facilitate PIH sites non-finance staff in understanding and interpretation of financial reports and systems-generated data.
  • Participate in the relevant capacity building initiatives as directed by his/her supervisor.
  • Appraise performance of Finance Managers and Accountants to identify performance gaps and devise ways of up-grading their competences in line with HR manual.
    Leadership/management
  • Participate in periodic (ad hoc, weekly, monthly, quarterly...) management team meetings and represent finance department.
  • Actively participate in financial management meetings and decision making processes.
  • Provide leadership to sites finance teams and ensure smooth running and efficient delivery of services.
    Other:
  • Participate in PIH/IMB events.
  • Plus any other assignment given by line management or senior leadership
    Required qualifications and experience:
    The following knowledge, skills and abilities may have been acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.
    Minimum Qualification required:
    Education level:
  • Master’s Degree in finance and accounting. A Professional Accounting Qualification will be an added advantage.
    Required skills and experience:
  • Minimum of five (5) years’ experience in the area of finance or accounting, including a minimum of three years (3) of managerial level experience in a Non-Governmental Organization.
  • Must have a proven knowledge of Generally Accepted Accounting Principles and a practical knowledge of financial systems and internal controls.
  • Must have knowledge of Rwandan taxation systems and procedures as well as procurements laws and processes.
  • Must have proven knowledge and experience in accounting packages, spreadsheet applications and an understanding of data processing concepts and systems.
  • Must have skills and ability to organize and conduct trainings.
    Preferred:
  • A mature and committed person.
  • Experience in working with and leading a team of Technical staff.
  • Experience with multi-donor funded (by USAID and others) Non-Governmental Organization.
  • Able to gather and analyze information or data on current and future trends of best practice
  • Able to identify and smoothly address the ongoing needs of internal and/or external clients.
  • With Strong Problem Solving & Analytical Skills.
  • Able to work under pressure with minimum supervision.
    Working Environment / Conditions:
  • Work environment: Office-based, with occasional travels to the field/PIH/IMB Sites.
