JOB DETAILS:
The Development Bank of Rwanda is mandated to support Rwanda’s development goals as stated in its mission “To be a trusted and strategic partner for Rwanda’s development by availing financing and advisory services to impactful entrepreneurs in key priority sectors.” In the recent past, the bank went through a substantial re-organization aimed at positioning it as a “world class finance institution focused on accelerating Rwanda’s economic transformation”.
In order to achieve this vision, the bank’s new strategic plan (2016-2020) has outlined 4 key strategic themes;

  • Make focused investments in key priority sectors (Energy, Education, Exports, Agri-Finance and Affordable housing) and to grow its portfolio;
  • Identify and build strong partnerships with a wide range of partners;
  • Mobilize and raise third party capital for investment in Rwanda;
  • Measure and increase BRD’s development impact

To help accomplish this ambitious and exciting vision, the Development Bank of Rwanda (BRD) in partnership with the Government of Rwanda under World Bank Scaling-up Renewable Energy Program (SREP) would like to recruit suitable qualified staff to the following position:
Job Title Financial Reporting Officer
Administrative Unit REF Project Implementation Unit
Reporting to REF Project Manager
Duration Two-years renewable
Main duties and responsibilities 

  • Prepare periodic financial statements, including budgets, cash flows, forecast, variance analysis &commentaries;
  • Provide a support service by working with all departments & the management team to help make financial decisions;
  • Ensure expenditures are kept in line with the budget;
  • Informing key strategic decisions and formulating business strategies;
  • Analyze financial performance and contribute to medium and long-term business planning;
  • Offer professional judgement on financial matters and advise on ways of improving business performance;
  • Interpret and communicate financial data to non-financial managers;
  • Monitor and evaluate financial information systems and suggest improvements where needed;
  • Implement corporate governance procedures and risk management
  • Manage the process for data collection and analysis; including coordinating closely with the relevant stakeholders for data planning, and collection for monitoring purposes;
  • Provide periodic reports of development impacts assessment, thematic and or by REF active window in close coordination with other external relevant stakeholders;
  • Enhance internal controls.
    Job requirements A Master’s degree in Accounting or Finance.
  • Fully qualified in accounting profession with a recognized institute (ACCA, CPA and CIMA)
  • At least 5 years at managerial level in the finance function Experience working with a development bank, investment bank or development financing institution
  • Knowledge of IFRS and Rwanda tax legislation.
  • Computer literacy with a high level of proficiency in spreadsheets and accounting software.
  • High integrity and strong character.
  • Team player with good communication and interpersonal skills.
  • Problem solver with strong analytical and numeracy skills.
  • Proactive self-starter with strong organizational and time management skills.
