BACKGROUND
Prime Insurance Ltd is an insurance company, established in 1995 and licensed by the National Bank of Rwanda (BNR) to offer general insurance services.
JOB PURPOSE
The IT Manager – Operations & Applications is a key strategic role responsible for overseeing the stability, security, and continuous improvement of the company's IT infrastructure and business applications. This role ensures the reliable delivery of IT services, manages the applications portfolio, and implements technology solutions that support business objectives, enhance operational efficiency, and mitigate IT-related risks.
KEY RESPONSIBILITIES
Under the supervision of the Director of ICT & Innovation, the IT Manager – Operations & Applications shall have the following responsibilities:
Application Development & Integration (70%):
- Lead full software development lifecycle (design, development, testing, deployment).
- Develop and maintain applications using C#, .NET Core, JavaScript, HTML5, CSS, and SQL Server.
- Implement and manage integrations with Core Insurance System, portals, USSD, payment gateways, and APIs.
- Design automation tools and workflows to streamline business processes.
- Manage code repositories, application architecture, and version-control standards.
- Implement CI/CD pipelines for automated builds and deployments.
- Mentor developers, review code, and enforce secure coding practices.
- Develop ETL scripts, data-migration processes, and reporting tools. Optimize SQL queries and stored procedures for performance.
- Prepare documentation for systems, APIs, and deployments, and ensure compliance with regulations.
IT Operations & Infrastructure Management (30%)
- Oversee daily server, database, backup, and disaster-recovery operations.
- Manage patching, configuration updates, and change-control processes.
- Ensure system security and performance in collaboration with Infrastructure/Network teams.
- Supervise system administrators and ensure timely SLA-based support.
- Maintain IT asset inventory and operational documentation.
- Support internal/external audits and provide required evidence.
- Track and close IT audit findings across systems and infrastructure.
- Manage vendors and service providers.
- Ensure regular backups, replication, and DR testing for critical systems.
- Prepare periodic operational and compliance reports and support users as needed.
KEY DELIVERABLES
- High levels of system availability, reliability, and performance (meeting or exceeding defined SLAs).
- Effective management and timely enhancement of business-critical applications.
- Successful implementation of IT projects related to infrastructure and applications.
- Robust IT security posture with minimal vulnerabilities and compliance with relevant regulations.
- A skilled, motivated, and high-performing IT operations and applications team.
- Efficient management of the IT operations and applications budget.
REQUIRED QUALIFICATIONS & EXPERIENCE
Experience:A minimum of six years of professional experience, including at least two years in a managerial role overseeing software development, system integration, and IT operations. Experience within the insurance or financial services sector is strongly preferred.
Education:Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or related field
Language:Fluency in English, Kinyarwanda, and French.
KEY COMPETENCIES
- Advanced proficiency in C#, .NET Core, JavaScript, HTML5, CSS, Bootstrap.
- Strong experience with SQL Server, database design, stored procedures, and performance optimization.
- Experience in RESTful APIs, system integration, and enterprise application development.
- Hands-on experience with Windows Server and Linux
- Familiarity with application hosting platforms including IIS, Apache, Nginx.
- Experience with Git/GitHub, Azure DevOps, CI/CD pipelines, and containerization tools such as Docker.
- Knowledge of virtualization technologies (VMware, Hyper-V) and backup/replication solutions. Strong understanding of cybersecurity controls, access management, and secure coding practices.
- Strong leadership, communication, problem-solving, and analytical skills.
- High integrity, confidentiality, and commitment to results.
WORKING RELATIONSHIPS
Internal:Director of ICT & Innovation, CEO, Executive Committee, Heads of all Business Departments, all staff across the organization.
External:IT vendors, service providers, software suppliers, regulators, industry peers, and technology partners.
