1. Brief description of DUHAMIC-ADRI

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for DUHaranira AMajyambere y'ICyaro - Action pour le Développement Rural Intégré, translated as "We strive for the Development of the Rural Community" in English.

We are a non-profit organization located in Kigali, the capital city of Rwanda, in Kicukiro District, Niboye Sector. Officially operating in Rwanda since 12th July 1985

Mission: Supporting integrated initiatives for Holistic Development of Rural Population in their struggle for self-reliance’

Vision: A rural world responsible for its self-socio-economic development

Core Values: Integrity, Professionalism, Transparency
 

Objectives

  • Fighting against the marginalization of rural areas.
  • Stimulating the creation and consolidation of associations, cooperatives and farmers' groups.
  •  Enhancing the work of farmers' associations by initiating and encouraging the development of organizational structures such as autonomous groups, cooperatives and unions.
  • Supporting rural development initiatives in various areas of socio-economic development.

2. Purpose of expression of interest

In reference to Article 20 of the DUHAMIC-ADRI Procurement Policy regarding the establishment of a supplier database, the Procurement Committee is required to create and maintain a database of suppliers of goods, services, and works, as well as reference prices (where applicable) for frequently procured items.

To update this database, DUHAMIC-ADRI is seeking qualified contractors, consultants, suppliers, and service providers to be added to the DUHAMIC-ADRI Vendors List. Those added may subsequently be contacted for small contracts through single-source or restricted procurement processes.

It is in this regard that this Call for Expressions of Interest (EoI) is published to identify eligible suppliers, contractors, consultants, and service providers for future engagements.

3. Scope of Prequalification

DUHAMIC-ADRI seeks to identify qualified suppliers, contractors, consultants, and service providers for the following categories:

5. Eligibility Criteria(Mandatory)

To be considered for this process, applicants must submit the following mandatory documents:

  1. Be legally registered in Rwanda with company registration certificate issued by RDB matching the category of application
  2. A valid Tax Clearance Certificate issued by the Rwanda Revenue Authority (RRA)
  3. A valid license (where applicable) provided by regulatory body/ institution depending on the kind of category (E.g.: RURA, RGB, BNR, IER, etc.) 
  4. A valid contributions clearance certificate issued by Rwanda Social Security Board (RSSB).
  5. Three Certificates of Good Completion, each supported by the corresponding contract or purchase order, for past similar supplies, works, or services relevant to the category applied for.
  6. Proof of Electronic Billing Machine (EBM) invoices usage. 

Note: Failure to submit any of the above documents will result in automatic rejection.

6Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.

DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviors. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.

If my business isn’t compliant, DUHAMIC-ADRI will take appropriate measures or immediately stop the contract of financial support depending on the nature and severity of the safeguarding incident detected.

7. Proposal Submission

Submissions must be sent to DUHAMIC-ADRI via email (procurement@duhamic.org.rw) no later than December 22, 2025, at 4:00 PM

  • The subject line of the email must clearly indicate the category of application.
  • If a bidder applies to multiple categories, separate emails must be submitted for each category.

Important Note

  1. Contractors, consultants, suppliers and service providers who meet the selection criteria will be added to DUHAMIC-ADRI’s existing list of vendors. (This includes any bidder who has successfully completed a tender in DUHAMIC-ADRI.)
  2. Suppliers, contractors, consultants, and service providers wishing to apply for multiple categories must submit separate documents via email, with each subject line clearly indicating the specific category of application.
  3. DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by the bidder. If any reference is found to be unauthentic, it will lead to the immediate disqualification of the bidder. This also applies to administrative documents, any document found to be invalid or forged will not be accepted.
  4. DUHAMIC-ADRI reserve the right to conduct vetting of successful bidders against terrorism-related databases. Any bidder found to have links or matches with terrorism will be automatically disqualified.
  5. All submitted information will be kept confidential and used solely for the purpose of evaluation. DUHAMIC-ADRI reserves the right to accept or reject any application, modify the requirements, or terminate this EOI process without prior notice and at its own discretion.
  6. Blacklisted bidders from RPPA are not allowed to participate in this tender and DUHAMIC-ADRI reserved right to reject such bids.
  7. Existing vendors on DUHAMIC-ADRI’s approved list who have changed their company name or business activity are encouraged to reapply.
  8. Once the pre-qualification process is completed, all applicants will be notified via email.
  9. Selected vendors will be invited to submit quotations for goods or services upon DUHAMIC-ADRI’s needs, through single-source or restricted tenders
  10. Women and persons with disabilities fulfilling required conditions and qualifications are encouraged to apply.
