Purpose of consultancy:
The National Programme Specialist in charge of Partnership, Innovative Financing and Resource Mobilization will be located in the Rwanda Country Office and reports to the Representative, who provides overall direction and guidance.
The Partnership, Innovative Financing and Resource Mobilization Programme Specialist maintains collaborative relationships with counterparts in government, multilateral and bilateral donor agencies, international financial institutions and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.
Internal contacts include the Representative, Deputy Representative, the CO’s programme/ technical team and Regional Resource Mobilization and Partnerships Advisor. External contacts include other UN agencies in the country, and counterparts and partners in Country programme activities, including, International Financial Institutions, international NGOs, experts etc.

Scope of work:
In line with the UN/UNFPA policies and guidelines, the National Programme Specialist performs various tasks and provides vital technical inputs to all activities pertaining to external relations and private sector partnership. In collaboration with the Deputy Representative, the National Programme Specialist assists the country office in innovative financing, mobilizing resources and partnerships in support of UNFPA Mandate and Programming in Rwanda.
This includes innovative financing within the context of achieving the ICPD Programme of Action and the new UNFPA Strategic Plan (2022 -2025), UNSDCF and the National Strategy for Transformation.

Key results expected of the Partnership, Innovation Financing and Resource Mobilization Programme Specialist include:
• Assistance in advocacy and positioning of ICPD in national policy dialogue; and
• Support to innovative financing, including resource mobilization efforts by the country office;
The primary activities of the Partnership, Innovative Financing and Resource Mobilization Programme Specialist are:
• Initiation and maintenance of Strategic Partnerships, Policy Advocacy Development and Implementation on ICPD
• Resource Mobilization, including with new partners
• Innovation in Financing for development cooperation
• Strong position of UNFPA in the UN family

Strategic Partnerships, Policy And Advocacy
• Support the CO in positioning of the ICPD Agenda as well as all other relevant campaigns and UNFPA related mandate and global commitments, through the identification, initiation, development and maintenance of strategic partnerships, including national, regional and global;
• Support scanning of the national environment and its implications on UNFPA in the country with emphasis on ICPD and the relevant SDGs;
• Assist in policy dialogue and advocacy with Government, parliamentarians, civil society, private sector, philanthropists, academic institutions to further the advancement of ICPD and the SDGs;
• Engage in networks and partnerships building at the national, and subnational, where relevant, level around issues of UNFPA’s mandate for the achievement of the SDGs, including partnerships for blended financing

Innovative Financing & Resource Mobilization
• Leads on the formulation and design of the UNFPA Rwanda Innovative Financing and resources mobilization and partnerships Strategy,
• Coordinate the Innovative Financing and Resource Mobilization and Partnership Committee and its component in line with the Country Office priorities and according to UNFPA programme policies and procedures.
• Develop, regularly update and coordinate implementation of the Country Office innovation Financing and Resource Mobilization Strategy;
• Coordinate the development of proposals with CO Team in areas of potential partnerships;
• Monitor the programme cycle and implementation of country programmes in the areas of advocacy, resource allocation and utilization and identify the need for resource mobilization in the various programmes of the Operations Management Plan;
• On an ongoing basis, undertake mapping of the country for potential strategic partners and identify opportunities for resource mobilization and co-financing;
• Liaise with donors, at the national level;
• Liaise with Regional Resource Mobilization and Partnerships Adviser and Resource Mobilization Branch on the issues of resource mobilization and donor reporting, reviews and comments as necessary on co-financing Agreements, proposals and reports to ensure quality and compliance with UNFPA procedures and donor requirements;
• Work closely with the Humanitarian Programme Specialist on mobilizing necessary funds during humanitarian crises, including providing inputs to Inter-agency resource mobilization, SDG Fund Facility, UNFPA Strategic Investment Facility, etc.
• Collaborate with other UN agencies on Innovative Financing and Resources mobilization in the context of Delivering as ONE.

Innovation
• Foster innovation for an open exchange of state-of-the-art programmatic innovations in partnership with relevant CO Programme/Technical Specialists:
• Market innovative financing tools, such as the UNFPA Strategic Investment Facility with International Financial Institutions (IFIs) and private sector;
• Contribute to CO identification and assessment of innovation in each technical and programme area;
• Carry out any other duties as may be required by the Representative and/ or Deputy Representative.

Required expertise, qualifications and competencies, including language requirements:
Education and Expertise
• Advanced University Degree in Business Administration, Financing, Social Science, Political Science or related field.
• A minimum of five years of progressively responsible professional working experience in programme planning, management, monitoring and evaluation, in a related field.
• Proven capacity in the area of innovation in financing, resource mobilization and leveraging of national partner resources
• Proven track record in donor relationship management
• Strong understanding of International Financial Institutions, private sector partnerships and innovation for development
• Understanding of UNFPA core-mandate areas and experience in ICPD programming will be an added value
• Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches of national and international actors.
• Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment, both within and outside UNFPA
• Ability to transfer skills to team members to further enhance existing skills.
• Communication skills especially for transfer of knowledge, and
• Experience of the UN system is an added advantage

Languages:
• Fluency in English is required.

The consultant will be supervised by the Representative

Expected travel:
The consultant is not expected to travel but should this be required during the course of this assignment, UNFPA Rules and Regulations governing consultants will apply
