Notice for Provision of Medical Insurance Tender at King Faisal Hospital Rwanda Foundation (KFHRF)

The King Faisal Hospital Rwanda Foundation (KFHRF) invites qualified insurance companies to submit proposals for medical insurance coverage of KFHRF staff and dependents from May 14, 2026, to May 13, 2027. 

Scope of Services 

The assignment includes: 

Provision of medical insurance, with the choice of either:

• Option 1: Fund Management Package 
• Option 2: Full Insured Package 

2. The coverage should include, but not limited to:

• Inpatient, maternity, outpatient services
• Dental and optical benefits
• Chronic, pre-existing, and HIV/AIDS conditions
• Emergency evacuation within Rwanda, EAC, and referral to India and other countries if necessary
• Family planning, immunization, pre-employment tests, and COVID-19 treatment
• Psychiatric, neonatal, congenital, and other special cover requirements

3. Claims management, provider network, and policy administration, including premium calculation, co-payments, and reporting of utilization and loss ratio.

4. Provision of a clear comparison of the two options (Fund Management vs Full Insurance) with estimated annual premium and conditions.

Eligibility 

The RFP is open to: 

• Insurance companies with experience in:
• Managing large-scale medical insurance schemes for corporate or institutional clients
• Fund management and/or fully insured schemes with proven claim management efficiency
•  Regional or international health insurance coverage networks

Submission Requirements 

Interested companies are requested to submit soft copies only including: 

1. A Submission letter addressed to the executive Secretary of the Foundation 2. Company registration certificate, physical address, and profile (for consortia, profile of lead entity only)
2. Evidence of capacity to deliver, including good performance certificates (at least 5 references) 
3. Proposed insurance packages detailing:

• Coverage limits, co-payments, sub-limits, and exclusions
• Premium calculations for Fund Management and Full Insurance options
• Provider network, claims management processes, and reporting system
