The LuNa SMELTER LTD (hereinafter called “Client”) hereby invites national bidders for the LUNA SMELTER EXPANSION PROJECT - CIVIL ENGINEERING WORKS EXECUTION

• Participation to the competition is open on equal conditions to all companies or enterprises specialized in the field with a valid trading license.

• The Luna Smelter Ltd as well as the funder intends to apply a portion of the funds to eligible payments under the tender for LUNA SMELTER EXPANSION PROJECT - CIVIL ENGINEERING WORKS EXECUTION.

• LUNA SMELTER LTD now invites, by the present invitation to tender, bids from eligible and qualified bidders for the execution of the aforementioned works.The execution period is Eleven (11) calendar months, as indicated in detail in the statement of requirements of the tender document.

• Bidding will be conducted through National Competitive Bidding and is open to all eligible bidders as defined in the tender document.

• Qualifications requirements include those set out in the tender document. A margin of preference for eligible National or International bidders/joint ventures shall not be applied.
• The tender document in English may be obtained at LuNa Smelter Ltd, Procurement office from 1st December,2025 during the office hours (9:00 am to 5:00 pm, Kigali time), or by contacting Tel: +250788274434, email: Civilengineeringtender@lunasmelter.com upon presentation of proof of payment of a non-refundable amount of one Hundred Thousand Rwandan Francs (100,000Rwf). This payment shall be made to Account No: 20022155001 Name: LuNa Smelter LTD opened at I & M Bank Rwanda PLC, SWIFT Code: IMRWRWRW.
• Each bid must be accompanied by a Bid Security of 2% of the value of the works issued by a reputable bank only.
• Enquiries regarding this tender may be addressed in writing to the email address Civilengineeringtender@lunasmelter.com.
• Mandatory Site Visit is planned between 5th December, 2025 and 8th December, 2025 during the office hours mentioned above.
• Bids must be submitted at Luna Smelter Ltd office not later than 6th January, 2026, at 10:00 am local time. The opening of the bids will take place in a public session on the same day at 11:00 am prompt local time at Luna boardroom.
• The bids should be valid for Ninety (90) calendar days starting from the deadline for their submission.
• Interested bidder for the tender must: 
• For National Companies : Have registered with Rwanda Public Procurement Authority (RPPA) for A categorization to execute tenders for works
• For international Companies: Have a turnover of $3 Million per year over the last three years. In addition to this, international companies must meet the eligibility criteria outline in the tender document and comply with national laws regarding things like company registration and tax clearance,
• Interested bidders should submit a financial proposal with:
• Quotation of Supply of Construction Material together with Labor
• Quotation with Construction labor only.
