Notice for Supplying 32 Laptops for Coaches of the Rwanda Software Development Trainee Program Under the "1000 Intermediate Developers" Program Tender at KB21 Ltd

KB21 Ltd. is committed to promoting the Rwandan IT scene. We focus on capacity development and job creation in the Rwandan IT economy. KB21 Ltd. has been partnering with Rwandan companies, institutions, and individual trainers in several projects, connecting Rwandan tech teams to international projects and remote work opportunities.

In 2019, we introduced our independent training program, called “The Gym”, which later evolved into the “1000 Intermediate Developers” program.

2. About the "1000 Intermediate Developers" Program

The “1000 Intermediate Developers” program is organized by KB21 Ltd. in collaboration with the Ministry of ICT and Innovation and Rwandan tertiary education institutions. It receives financial support by the German Development Cooperation (GIZ).

The program aims at transforming the Rwandan software development talent landscape by training young Rwandans in parallel to their university studies up to the level that would be considered an "Intermediate Developer" by international employers. As part of this initiative, the program will procure 32 laptops to equip coaches of the training program responsible for mentoring and guiding trainees throughout their journey in the program.

3. Contract Terms and Conditions

• The tender is for the procurement and delivery of 32 laptops to be used by coaches in the "1000 Intermediate Developers" Program.
• Delivery location: KB21 Ltd. office, 131 KG 566 St, Kimihurura, Kigali, Rwanda.
• The supplier must meet the eligibility criteria for vendors listed in the section below.
• The supplier commits to supplying 32 laptops at the price of their bid. KB21 Ltd. reserves the right to order the laptops in smaller batches, in order to test their quality before ordering the next batch. 
• The supplier must deliver the laptops within 15 days of receiving the order.
• If KB21 Ltd. is not satisfied with the quality of the devices of a batch, it reserves the right to not order any more batches, so that the final number of laptops purchased by KB21 Ltd. may remain below 32 devices.

5. Eligibility Criteria for Vendors

Vendors must meet the following eligibility requirements:

• Must be a registered company (RDB Registration Certificate).

• Must have a valid tax clearance certificate
• Must have a VAT Certificate.
• Must be able to prove experience in supplying IT equipment through 3 Certificates of Good Completion or 3 EBM receipts of previous orders that had a similar size.
• Must provide after-sales support with a technical repair shop in Rwanda and warranty of at least 12 months.

• Must provide delivery timeline commitment.

• Offered laptops meet minimum technical specifications
• Quotes for this tender must be submitted in RWF and include delivery to Kigali with all applicable taxes and tariffs covered.

6. Evaluation Criteria 

The technical assessment is based on this technical assessment grid.

An offer will be selected, if the vendor is eligible and the offer ranks the best based on the combined reached points in the technical assessment (weighted 70%) and the price assessment (weighted 30%). 

7. Submission Requirements

Interested vendors should submit the following documents as PDFs:

1. Financial Quote – Quantity of laptops, itemized cost per laptop, other cost (such as taxes) and total cost (all taxes inclusive). The financial quote needs to include the exact specifications of the laptops that will be provided. The specifications need to meet the requirements listed above, in order for the quote to be eligible.

4. Valid Tax clearance 
5. 3 Certificates of Good Completion or EBM receipts for previous orders with a similar size.
6. Commitment to after-sales support with a technical repair shop in Rwanda and warranty of at least 12 months.
7. Delivery Timeline Commitment– Assurance of delivery within the specified timeframe.
