JOB DETAILS:
Lake Kivu and Rusizi/Ruzizi River Basin Authority (ABAKIR) is a project funded by the Union European Commission and Governments of Burundi, Democratic Republic of Congo and Rwanda with a mandate of Integrated Water Management of the Lake Kivu and Rusizi/Ruzizi River Basin. In this framework the Transitional Structure of ABAKIR is recruiting.an officer in charge of financial management and Accounting


Global function of/in charge of financial management and accounting

  • In addition to the traditional tasks in accounting (responsibility of writing and the production of documents, bookkeeping and bank cash, up memories replenishment), the agent will support and collaborate with the management team of ABAKIR.
  • For the implementation of the budget of the program estimate, he / she is responsible for the expenditure verification, execution of payments and related recoveries requested by the co-Directors
  • He / She is also responsible for the bookkeeping and check the correct application of procedures for the award of contracts.
  • He/she verifies the existence of sufficient evidence and documentation to support the commitments and payments as well as possible recoveries and contractual and financial aspects of each invoice, payment request, state or count submitted by the Imprest Administrator;
  • He/she co-wrote with the imprest Administrator checks, payment orders and disbursement authorizations;
  • He/she establishes and updates the list of employees and their salaries, equipment inventory and equipment and, where applicable, the stock financed under ABAKIR
  • He/she is responsible for the preparation and establishment of applications for advance payment (payment), replenishment and closing operations.
  • Thus, he / she will provide support in the development and monitoring of contractual documents necessary for the execution of activities, programs and estimate their endorsements, memories replenishment and fencing, Folders bidding, contracts of services and supplies, records of calls for proposals, contracts, grants, narrative, financial and accounting, taxes and VAT refunds.
  • He/she should also be familiar with the Rwandan national procedures for accounting and public finance, including reporting projects funded by donors and tender.
  • His/her mission is to extend control and monitoring of payment files, as well as financial reporting contracts with third parties: office, private companies, public institutions, other.
  • As such, he/she will prepare periodic reports on the financial activities.
  • He / she is also responsible for the management and maintenance of the property of the Structure, and monitoring and initiation of the procurement process to purchase supplies and office equipment.

Skills

  • Knowledge of standards of accounting and financial management and procurement for goods and services
  • Knowledge of quantitative methods for evaluating suppliers' capabilities and ability to identify sources of supply, market trends and methods of pricing.
  • Ability to negotiate proven to shape agreements with service requestors and providers and adjust content.
  • Ability to apply technical skills to address a wide range of complex challenges.
  • Ability to develop policies and procedures and procurement programs.
  • Ability to plan and organize.


IEducation and Training required

  • Have a Bachelor’s degree in finance management, accounting, business administration, commerce or a related field
  • Have professional training directly related to these disciplines it will be an added value

Experience
At least five years of professional experience in the field of financial management of projects, public procurement and contract management in the public or private sector.


Profile / the Candidate

  • Proficiency in Microsoft Word, PowerPoint, Excel and one of the tools of accounting.
  • Mastery of the English and French written and spoken essential
