Overview of DUHAMIC-ADRI

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan Law. The idea of its creation dates back to 1979 with the objective of assisting farmers to organize themselves to fight against the constraints of the marginalization of rural areas. The action has moved from local and regional to national level with the holding of the Constituent General Assembly of 20th April 1985 which devoted DUHAMIC-ADRI as an NGO working throughout Rwanda.

DUHAMIC-ADRI was legally recognized by the Ministerial Order No 943 of 12th July 1985. Its statutes were modified and recognized by the Ministerial Order No 025/11 of 21th March 2005. Subsequently, DUHAMIC-ADRI has fulfilled all requirements for compliance with the new law N° 04/2012 of 17/02/2012 governing the organization and the functioning of national non-governmental organizations, and received on 17/06/2013 a certificate of compliance from Rwandan Governance Board (RGB).

Vision, mission, and structure

The Vision of DUHAMIC- ADRI is « a rural world responsible for its self-socio-economic development » In accordance with its statutes (article 2), the Mission of DUHAMIC-ADRI is “supporting integrated development through the initiatives of the rural population in its struggle for self-development. Currently the organization is working in 28 districts of Rwanda to support more than 730,000 Vulnerable population in various domains.

Objectives of DUHAMIC-ADRI

  • Fighting against the marginalization of rural areas;
  • Stimulating the creation and consolidation of associations, cooperatives and farmers' groups;
  • Enhancing the work of farmers' associations by initiating and encouraging the development of organizational structures as autonomous groups, cooperatives and unions;
  • Supporting rural development initiatives in various areas of socio-economic development

Program overview

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely RULINDO, GAKENKE, NYABIHU, RUBAVU, RWAMAGANA, KAYONZA, KIREHE, NGOMA, NYAMAGABE and HUYE.

The SERVE Project aim to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people aged between 18 and 35 years and 70% of them must be women in agricultural value chains across Rwanda.

Justification of needs

As part of SERVE project, DUHAMIC-ADRI committed to provide start-up input package for demo plot installation to Enable farmers to access good agronomy practices through the FFBS platforms. Therefore, for upcoming 2025 B Season, DUHAMIC-ADRI has to support demo plot with agriculture seeds and other inputs and materials. It is under this regard, the tender to procure those quantities of agriculture seeds

Scope of work

The successful bidder will be responsible for supply, delivering and ensuring the quality of all input materials (Fresh beans and tomatoes) required for the establishment of the demo plots. With the following key tasks

  • Supply of High -Quality seeds: climate-resilient and high-yielding varieties suitable for the local agroecological conditions.
  • Quality Control and Certification: Ensure that all procured materials (Fresh beans and tomatoes seeds) meet local regulatory standards and certifications.
  • Provide certificates of quality assurance for all procured inputs, confirming their suitability for agricultural use by illustrating the certificates requested in the section bellow.

Bid Documents (Mandatory)

  • Application letter addressed to DUHAMIC-ADRI executive secretary
  • Phytosanitary certificate indicating the origin of the product
  • Seed laboratory test certificate
  • Proof of using EBM
  • Copy of trading certificate showing the specialization for the items of interest issued by RDB (certificate not related to the area of required items will be rejected)
  • A valid tax clearance certificate issued by RRA
  • A valid RSSB certificate
  • Commitment letter to deliver within seven (7) working days after receiving the purchase order.
  • Credit line with its contract or updated bank statement equivalent to or above 60 million.
  • Two (2) certificates of Good Completion for the supply of similar goods, with a minimum value of 50 million Rwf per certificate
  • Financial proposal including prices and all applicable taxes.
  • Bid security of 1,851,795 Rwf

Delivery Location: DUHAMIC-ADRI Head Offices located at Kicukiro, Niboye.

Bid submission

The bid documents shall be submitted in a sealed envelope to the DUHAMIC-ADRI Head Office located at Kicukiro /Niboye no later than August 04, 2025, at 2:00 PM (only hard copies will be accepted)

The bid opening is scheduled on the same day at 2:30 PM.

Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.
