  1. Overview of DUHAMIC-ADRI

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan Law. The idea of its creation dates back to 1979 with the objective of assisting farmers to organize themselves to fight against the constraints of the marginalization of rural areas. The action has moved from local and regional to national level with the holding of the Constituent General Assembly of 20th April 1985 which devoted DUHAMIC-ADRI as an NGO working throughout Rwanda.

DUHAMIC-ADRI was legally recognized by the Ministerial Order No 943 of 12th July 1985. Its statutes were modified and recognized by the Ministerial Order No 025/11 of 21th March 2005. Subsequently, DUHAMIC-ADRI has fulfilled all requirements for compliance with the new law N° 04/2012 of 17/02/2012 governing the organization and the functioning of national non-governmental organizations and received on 17/06/2013 a certificate of compliance from Rwandan Governance Board (RGB).

Vision, mission, and structure

The Vision of DUHAMIC- ADRI is « a rural world responsible for its self-socio-economic development » In accordance with its statutes (article 2), the Mission of DUHAMIC-ADRI is “supporting integrated development through the initiatives of the rural population in its struggle for self-development. Currently the organization is working in 28 districts of Rwanda to support more than 730,000 Vulnerable population in various domains.

Objectives of DUHAMIC-ADRI

  • Fighting against the marginalization of rural areas;
  • Stimulating the creation and consolidation of associations, cooperatives and farmers' groups;
  • Enhancing the work of farmers' associations by initiating and encouraging the development of organizational structures as autonomous groups, cooperatives and unions;
  • Supporting rural development initiatives in various areas of socio-economic development
  1. Program overview

The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. 

The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.

The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUHAMIC-ADRI, and DUTERIMBERE NGO, as well as the National Union of Disabilities Organisation Rwanda (NUDOR). 

  1. Justification of Needs

The Climate Just Communities (CJC) program, operating in Gisagara district, is committed to improving the livelihoods of vulnerable households by providing them with sustainable agricultural resources. As part of this initiative, the program plans to distribute 784 goats and 754 pigs, along with start-up veterinary kits, to identified households. The targeted beneficiaries include elderly groups, people with disabilities, teen mothers, youth-headed households, and other marginalized groups within the district.

  1. Objective

The objective of this assignment is to procure and distribute small livestock (goats and pigs) and to provide start-up veterinary kits to the identified households. The selected company will be responsible for ensuring the quality of livestock and veterinary kits, as well as for the timely and efficient distribution to the beneficiaries.

This tender is divided into three lots as follows

Lot 1: Supply and Distribution of small livestock in Ndola sector.

Lot 2: Supply and Distribution of small livestock in Kibirizi sector.

Lot 3: Supply and distribution of small livestock in Muganza sector.

  1. Scope of Work

The selected company will be required to:

    • Supply and distribute 784 goats and 754 pigs that meet the required health and quality standards.
    • Ensure that the livestock are healthy and suitable for the local environment.
    • Coordinate with local authorities and community leaders to ensure the efficient and equitable distribution of the resources.

    • distribution of the livestock to the identified beneficiaries across Gisagara district at cell level in Ndora, Muganza and Kibirizi Sectors a follow:
  1. Deliverables:
  • Distributed 784 goats and 754 pigs’ goats specified in point 3 of this tender notice.
  • A final report detailing the supply and distribution process, including any challenges encountered and how they were addressed.
  1. Timeline:

The entire assignment is expected to be completed within 20 working days starting from the date of contract signing.

Age: Between 12 – 18 months old (age to be estimated from dentition: at least one pair of permanent incisor teeth showing) #

Physical conditions: Without any anomaly, correct number of teats 

Body Conditions: Good looking, Absence of any sign of infection: coughing, tearing

Eyes: bright and free of infection

Teeth: correct number for age, no missing; no too long teeth or withdrawn gums (sign of old age

Hair coat: free of wounds or signs of external parasites; clean tail, no sign of diarrhea

Location: In recognized farms, better near in areas to be distributed.

Hybrid of local breeds mixed with either Pietrain and/or landrace.

Age: Between 5 – 10 months old

Weight range: 30-40 kg

Physical conditions: Without any anomaly, correct number of teats 

Body Conditions: Good looking, Absence of any sign of infection: coughing, tearing

Eyes: Free of infection

Teeth: correct number for age, no missing; no too long teeth or withdrawn gums (sign of old age

Hair coat: free of wounds or signs of external parasites; clean tail, no sign of diarrhea

Location: In recognized farm, better near in areas to be distributed.

Note: Distribution of these small livestock will be done at identified Cells of Ndora, Kibirizi and Muganza Sectors of Gisagara District.

  1. Reporting

The supplier will report to DUHAMIC-ADRI management and provide regular updates on the progress of animal’s distribution. Any issue or deviation from the agreed-upon plan should be reported promptly for timely resolution.

  1. Qualifications and Experience

The company must demonstrate the following:

  • Proven experience in the supply and distribution of livestock in rural communities.
  • Expertise in veterinary services and knowledge of the required veterinary kits.
  • Experience working with vulnerable and marginalized groups.
  • Ability to work within the timelines and provide regular updates on progress
  1. Bid document:

1. Commitment letter to deliver and distribute goats and pigs within 20 working days after signing the contract.

2. Copy of trading certificate showing the specialization of small livestock issued by RDB (certificate not related to the area will be rejected)

3. A valid tax clearance certificate issued by RRA

4. Proof of using EBM

5. A valid Social Security clearance certificate issued by RRSB

6. Two (2) certificates of Good Completion for the supply and distribution of similar goods with their purchase order/contracts (a certificate without a purchase order/contract will not be accepted)

7. CV and degree in veterinary Medicine and/or animal production of at least one (1) staff member who will lead the selection of small livestock.

8. A financial proposal (quotation) including all related taxes and transportation cost of small livestock to cell.

9. Bid security equivalent to:

  • Lot 1: 749,628 Rwf
  • Lot 2: 637,560 Rwf
  • Lot 3: 732,600 Rwf
  1. Bid submission

The bid documents shall be submitted in a sealed envelope to the DUHAMIC-ADRI Head Office located at Kicukiro /Niboye no later than August 18, 2025, at 02:00 PM (only hard copies will be accepted)

The bid opening is scheduled on the same day at 2:30 PM.

  1. Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.

DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviors. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.

Note:

  • Joint venture is not accepted
  • All bidders are allowed to apply for all lots; however, no bidder will be awarded more than one lot.
  • The livestock will be inspected and approved by DUHAMIC-ADRI prior to delivery. It is Mandatory to source the livestock from Gisagara District and/or neighbouring districts such as Huye.
  • Body weight tape measure will be used to measure the weight of supplied livestock’s
  • The bidder must be prepared to replace any small livestock that may die within 15 days after delivery.
  • DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by the bidder. If any reference is found to be unauthentic, it will lead to the immediate disqualification of the bidder.
  • Blacklisted bidders from RPPA are not allowed to participate in this tender and DUHAMIC-ADRI reserved right to reject such bids.
  • Before contracting, DUHAMIC-ADRI will conduct vetting of successful bidders against terrorism-related databases. Any bidder found to have links or matches with terrorism will be automatically disqualified.
