The Program Manager, AI Scaling Hub will be part of the hubs program management office will lead the coordination, planning, and execution of all AI-driven use cases / project within the Hubs portfolio, in close collaboration with team members. The Program Manager will lead all external stakeholders’ management to ensure successful delivery of the organization’s initiatives. This role ensures alignment with Rwanda’s priorities and policies in key sectors like health, agriculture and education. The PM will be expected to maintain strong collaboration with public institutions, implementing partners, and regulatory bodies. The Program Manager will oversee deployment, monitoring, and scale-up of AI solutions in key sectors to ensure that all initiatives meet the highest standards of ethics, safety, and sustainability. The Program manager will ensure that all assigned hubs projects are delivered, coordinated and documented end-to- end within the highest standards of project/program management practices.

Key Responsibilities
- Lead the hubs project management responsibilities toward the successful delivery of all assigned projects / use cases.
- Ensure the highest standards of project/program management practices within all use cases/projects
- Coordinate implementation and stakeholder engagement across AI use cases / projects to ensure alignment with Rwanda’s priorities and policies.
- Translate requirements into actionable technical briefs for partner organizations, product teams, and technical leads.
- Oversee planning, deployment, compliance, monitoring, and scaling of assigned AI solutions / projects, ensuring adherence to ethical standards, data privacy, and regulatory frameworks.
- Maintain regular reporting on project deliverables, adoption rates, and lessons learned for senior leadership and national stakeholders.
- Ensure interoperability of AI solutions with existing systems, data platforms, and national digital infrastructure.
- Collaborate with government ministries, regulators, and agencies to ensure compliance with legal, safety, and technical standards.
- Facilitate knowledge sharing, cross-sector collaboration, and problem-solving across all workstreams to promote continuous learning and improvement.
- Any other relevant assignment that supports the mission of the organization and assigned by its senior management /executives.
Qualifications and Experience
- Education: Bachelor’s degree or master’s degree in computer engineering, Electrical Engineering, Artificial Intelligence, Machine Learning, Industrial Engineering or related field preferred.
- Experience: Minimum of 5 years in program or project management in leading digital transformation initiatives / projects
- Technical understanding: Strong understanding of how digital tools, including AI and data-driven solutions, drive transformation in sectors like health, Agriculture and Education, including predictive analytics, decision supported.
- Policy expertise: Understanding of Rwanda’s ecosystem, data governance frameworks, and strategic priorities.
- Stakeholder management: Proven ability to engage and coordinate among government agencies, donors, private sector actors, and implementing partners.
- Compliance and ethics: Strong knowledge of data privacy and responsible AI practices.
- Leadership and communication: Exceptional facilitation, negotiation, and communication skills, with the ability to align diverse stakeholders toward common goals.
- Self-starter, Flexible and Result-oriented
- A Project Management Professional Certificate (PMP) will be an added asset
