Pro-Femmes Twese Hamwe (PFTH) is an Umbrella of Rwandan Civil Society Organizations aiming at the advancement of women status, peace, and development. It was established in October 1992 and currently represents 52 member organizations within the country. The mission of Pro-Femmes Twese Hamwe is to eradicate all forms of discrimination towards women, to promote their socio-economic-political and legal status, and to enhance the institutional and organizational capacities of its member organizations.

PFTH in partnership with RWARRI, Cordaid and Inkomoko funded by World Food Program (WFP) is implementing Refugee Socio-Economic Graduation & Livelihood Opportunities In Rwanda Project. The project aims to enhance the self-reliance and economic resilience of 2,500 refugee and host community households (including 500 young women) across 3 refugee camps (Mahama, Nyabiheke and Mugombwa) in Rwanda through private sector engagement, skills development, and value chain strengthening, achieving measurable improvements in income generation, employment opportunities, and nutrition outcomes by December 2028.To contribute to the achievement of the above-mentioned goal, PFTH is therefore recruiting self-motivated, competent and qualified Gender Equality and Social Inclusion Specialist and 3 Field Officers .

Responsibilities or duties

The Project Field Officers will ensure the successful integration of gender-transformative, nutrition-sensitive, and inclusive programming approaches—including JOT, SASA!, and GALS across project activities in their assigned location. Working closely with technical teams, the Project Field officer will mainstream Social and Behaviour Change Communication (SBCC) and social cohesion priorities. Ultimately, they will guarantee that young women and vulnerable participants benefit equitably from all livelihoods, nutrition, and graduation pathways.

Qualifications or requirements (e.g., education, skills)

Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Psychology or related field;

Experience needed

  • Minimum 3–5 years’ experience in gender equality, GBV prevention/response or women’s economic empowerment;
  • Prior experience with JOT, SASA! GALS+ or similar gender-transformative approaches is a strong asset;
  • Experience working in humanitarian or refugee-hosting settings is desirable;
  • Experience in gender and nutrition program is an added advantage.

Key competencies

  • Strong technical expertise on gender, GBV and social norms change;
  • Excellent facilitation, coaching and capacity-building skills;
  • Ability to manage sensitive information and promote victim -cantered approaches;
  • Strong coordination and advocacy skills with multiple stakeholders;
  • Commitment to women’s rights, intersectional gender equality and social cohesion;
  • Proficiency in English and Kinyarwanda.
  • Oversee the effective execution of PFTH interventions at field;
  • Coordinate the roll-out of JOT, SASA! and GALS across VSLAs and livelihood groups, in close collaboration with Rwanda Rural Rehabilitation Initiative (RWARRI), CORDAID and INKOMOKO field teams;
  • Empower community activists, gender champions, and VSLA facilitators through targeted training on gender equality, GBV prevention, and positive masculinity;
  • Ensure all training frameworks—including VSLA, BDS, TVET, and agriculture—fully incorporate gender, nutrition, and social norms change components;
  • Supervise community mobilizers, ensuring high-quality, victim -centered facilitation and safe spaces for women and girls;
  • Support consortium members to mainstream gender in their specific interventions;
  • Ensure safe and confidential referral of GBV cases in line with agreed pathways and protocols.
