Radisson Blu & Kigali Convention Center Ltd (KCC) wishes to invite all interested and qualified bidders to submit their best proposals for PROVISION OF INTERNET SERVICES TO KCC PREMISES according to the Scope of Work (SoW) detailed below.
BACKGROUND
The Radisson Blu Hotel & Convention Center in Kigali is just 5 kilometers from the bustling city center and Kigali International Airport (KGL). Our contemporary hotel is situated in an office park with Kigali Convention Center. Our Kigali hotel's 291 rooms and suites offer private balconies and free high-speed Wi-Fi. 2 on-site restaurants, including one with all-day dining, serve up continental and Rwandan favorites as well as the Super Breakfast Buffet. For a light bite or a relaxing nightcap, visit the Lounge Bar. The hotel also offers fitness center and outdoor swimming pool and 650 parking bays.
The Kigali Convention Centre (KCC) is adjacent to the Radisson Blu Hotel & Convention Centre. KCC has a net floor area of 32,200 square meters, and the building contains facilities for business, leisure and events. Our meeting rooms are fully equipped with the latest technology and AV equipment for a successful event. There is a total of 18 versatile meeting spaces, including a state-of-the-art auditorium that can hold up to 2,600 guests for weddings or professional business meetings.
SCOPE OF WORK
Objectives
The overall objective aims to provide a framework for full TCP/IP Internet Service Provision for the Radisson Blu Hotel & Convention Centre. The service should be provided based on fixed monthly fee. Bandwidth requirements or options are provided below. Connection should be cable type, preferably fiber-optic, or at least leased line. The service is expected to be highly stable and reliable. The successful provider must have 7x24x365 coverage for technical assistance and/or helpdesk facilities.
Scope of Work
Dedicated Fiber Internet Service:
- Connectivity: Provision of a dedicated, symmetrical fiber optic internet connection for both Admin and Guest Networks.
- Minimum Committed Bandwidth: 350 Mbps (Admin - 100 Mbps , Guest - 250 Mbps)
- Pricing : Pricing for the above bandwidth, charged monthly.
- Scalability: The service should be easily scalable to accommodate future growth in bandwidth requirements.
- Service Level Agreement (SLA): A comprehensive SLA outlining guaranteed uptime, latency, jitter, packet loss, and mean time to repair (MTTR).
- Redundancy and Reliability: Backup links via different fiber connectivity for in-country backup and diverse upstream service provision for international backup.
- Public IP Addresses: Free Public IP Addresses to facilitate connectivity.
- Reporting and Monitoring: Provision of monitoring tools for bandwidth usage and service performance.
- Installation and Implementation: Installation of relevant hardware and tools for the above service.
- Security: Network security features available with the service or as add-ons (i.e. IPS , AV , Web Filtering).
- Service provider should offer a comprehensive traffic management, network monitoring and including providing access for Radisson Blu Hotel & Convention CentreIT staff to raw log files and network monitoring and web interface facility to retrieve real-time and historical information on network performance.
- Unlimited technical support, 24 x 7 help desk support available to Radisson Blu Hotel & Convention Centre by phone or on-site support, depending on the severity of the problem with one dedicated staff to be allocated by the service provider. Under the normal circumstances all problems should be resolved within maximum 24 hours after the notification from Radisson Blu Hotel & Convention Centre IT FOCAL POINT received. The provider is also responsible for contacting designated Radisson Blu Hotel & Convention Centre network specialist(s) for both scheduled and un-scheduled downtime.
- The successful provider must have a physical presence, including availability of technical support.
- FREE bandwidth upgrade 100% for up to ONE WEEK, and allow up to 4 times annually. This is useful when Radisson Blu Hotel & Convention Centre conduct events that required temporary upgrade.
- The Service provider will be requested to conduct a trial period for 15 days for performance test which will includes saturation test and latency test at no cost.
Additional Notes:
- Radisson Blu Hotel & Convention Centre IT Specialists/Director may wish to visit the vendor's Network Operations Centre.
- 30 day graceful exit with a 30 days period of written notice, without penalties
- Service provider should agree to sign contract provided by Radisson Blu Hotel & Convention Centre.
- Data confidentiality guarantee: provider may not scan traffic. If this is required for troubleshooting purposes a prior Radisson Blu Hotel & Convention Centre IT Specialist agreement must be obtained.
Expected outputs:
- Completion of installation of internet services including activation and equipment (cables and accessories) within expected duration;
- Maintained connectivity as per the Bandwidth requirement and the Service Level Agreement (SLA).
- Excellent support as and when required.
- The ISP is required to describe what alternate routing or fallback arrangements for continuity of service they have in place, should their primary link(s) to the Internet backbone become non-operational.
- The ISP is to indicate what connection arrangement and capacity they have with the local and international operators. The ISP should provide necessary diagram to demonstrate their connection details and internet capacity to all international gateways.
Institutional Arrangements:
- Initially the internet service will be signed for 1 (one) year renewable upon mutual agreement. Any extension will be subject to satisfactory performance of service provider.
- Radisson Blu Hotel & Convention Centre IT Specialist reserves the right to verify bi-annually reimbursable Internet costs to assure that the amount paid is reasonable.
- The service provider shall meet periodically with the Radisson Blu Hotel & Convention Centre IT Specialist to discuss issues of mutual concern, to review the service provider’s performance and to discuss improvements which the service provider or should make in order to achieve more effective services and support.
Scope of bid price and schedule of payments:
- Prices should be quoted in local currency (RWF).
- The installation fees shall be paid after completion of installation/commissioning and certification by company.
- Monthly charges shall be paid within 30 calendar days of approval &submission of invoices.
- Radisson Blu Hotel & Convention Centre reserves the right to reduce the fees, should the service outage by the vendors be continuous and is more than 24 hours in a week.
- The service provider should provide real up-time report along with monthly invoice, when it is requested by Radisson Blu Hotel & Convention Centre,
Internet Bandwidth Requirements:
- BoD Capability: Provision of flexible and on-demand bandwidth augmentation capability that can be activated and deactivated as needed for our KCC guest needs.

- Billing Model: Outline the billing structure for BoD usage if different from the above table and any other associated costs.
- Reporting and Monitoring: Provision of monitoring tools for bandwidth usage and service performance.
- Integration with Dedicated Fiber: Explain how the BoD service seamlessly integrates with the dedicated fiber connection.
- Security: Network security features available with the service or as add-ons (i.e. IPS , AV , Web Filtering).

- Uptime Guarantee:99.9%
- Latency:Maximum round-trip latency within the continent and internationally.
- Jitter:Maximum jitter levels. (For internal review)
- Packet Loss:Maximum guaranteed packet loss percentage. (For internal review)
- Mean Time to Repair (MTTR):Proposed timeframe for resolving service outages. (For internal review)
- Service Restoration Procedures:Outline the steps and communication protocols for service restoration. (For internal review)
- Performance Monitoring and Reporting:How service performance will be monitored and reported.
- Escalation Procedures:Clear escalation path for addressing service issues.
- Service Compensation:Service compensation structure for failing to meet the SLA targets.

DETAILED EVALUATION AND QUALIFICATION CRITERIA
- This section contains the criteria that the Employer shall use to evaluate tender and qualify tenderers. No other factors, methods or criteria shall be used other than specified in this tender document. The Tenderer shall provide all the information requested.
- The Procuring Entity shall use the criteria and methodologies listed in this Section to evaluate tenders and arrive at the Lowest Evaluated Tender. The tender that (a) meets the qualification criteria, (b) has been determined to be substantially responsive to the Tender Documents, and(c) is determined to have the Lowest Evaluated Tender price shall be selected for award of contract.
