Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region. 

1. Context  

The mining sector in Rwanda is largely characterized by small-scale mining operations with its characteristic drawbacks related to low usage of modern technology in terms of mining and mineral beneficiation, low productivity and limited application of health, safety, social and environmental standards. Despite its deficiencies, however, the sector is among the ones with important positive economic impact. This is demonstrated by the substantial role of minerals in the country’s global exports as well as for job creation in rural areas, which in turn spurs economic growth and hence contributes to government revenues. In the past years the Government of Rwanda has taken important steps towards the improvement of geological knowledge and the professionalization of the sector. In that context, one of the major challenges remain the limited application of health, safety, social and environmental standards which poses a concern for the further professionalization of the sector.  

Since 2020, the German cooperation represented by GIZ has been providing support to the Rwanda Mines, Petroleum and Gas Board (RMB) to implement tools of the Regional Initiative against the Illegal Exploitation of Natural Resources (RINR). In the 3-year phase that ended in December 2022, both partners implemented several activities with the funds from the German Ministry for Economic Cooperation and Development (BMZ).  

Since December 2022, the abovementioned cooperation has been taken to a higher level where a 3-year new project titled “Sustainable Development of the Mining Sector in Rwanda” was launched. The project will be co-financed by the European Union and the BMZ and implemented in collaboration with GIZ. This project is part of the wider regional project “Responsible resource governance for peace and security in the African Great Lakes Region”. It covers four outputs: (1) enhancing compliance with responsible mineral sourcing standards; (2) support digitalization/operationalization of mining sector services; (3) strengthen provision of TVET (Technical Vocational Education and Training) skills and training on mining; and (4) improve application of international social and environmental protection standards. Among activities planned under output 4, there is (i) Development of gender-sensitive guidelines in OHS, Environment and social protection; (ii) provision of training of RMB staff on the developed gender sensitive guidelines, environment, health and security standards and social protection; and (iii) provision of training for in-company trainers and field demonstrations aiming at improving the application of international social and environmental protection standards.   

It is against this background that GIZ is looking for a reputed and experienced company to supply the needed Laboratory and Safety Equipment for Rwanda Mines Board and Rutongo Mining School. 

2. The specifications and quantities of the equipment to supply are in the table below: 

3. Procedure.

The assessment is divided into three stages: Eligibility check, technical assessment, and financial evaluation:

3.1 Eligibility criteria

Participating companies must meet the following eligibility criteria:

  • The company must have a minimum experience of 4 years in Rwanda supplying different brand/categories of laboratory and safety equipment to international organizations, embassies and medium to large multi-national corporations. 3 Letters of Reference from the past four years (2019 onwards) from such companies must be provided. 
  • The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA). 
  • The company must confirm in writing that the offer is valid until at least 4 weeks after the submission period has ended. 
  • The company must have an annual turnover of at least 200,000,000.00 RWF over the last 02 financial years, i.e. 2021 and 2022. 

Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of commercial/technical documents mentioned above by any supplier will lead to a rejection of the entire bid.

3.2 Technical Assessment

Technical assessment will be based on the technical specifications provided in the table above against technical specifications of the items proposed by the supplier.

  • The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements.
  • For a bidder to be technical eligible, the technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete technical specifications of items proposed.
  • Technical offer must include a table that shows items proposed and complete specs
  • Technical offer must not include the prices of items

3.3 Financial Evaluation

  • The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
  • Financial offer must indicate the unit price of each item and total price as per quantities given. The offer must be in RWF and VAT exclusive, if applicable (VAT should be calculated separately in addition to the total price of all items.

  • Delivery place: The equipment will be delivered at Career Center building, 7th floor, KG 541St, Kigali, Rwanda
  • Delivery period: Please indicate your shortest period for delivery.

4. Submission of offer

Please submit electronically your EoI (technical & Financial offer) in one email with two separate attachments (Technical and Financial offer) and should be in PDF files to this email ONLYRW_Quotation@giz.de  until latest 04th December 2023
