Background

Established in 1949, SOS Children's Villages International is a dynamic social development organization working globally to meet the needs and protect the interests and rights of children. SOS Children’s Villages International is umbrella federation organization that provides support and guidance to SOS member associations in over 134 countries worldwide and SOS CVs Villages Rwanda is a member association of the federation has been working in Rwanda for last 43 years.
The National Rehabilitation Service (NRS) was established by the law N0 17/2017 of 28/04/2017 with a vision to achieve a Delinquency Free Rwanda Society. It has an overall mission of eradicating all forms of deviant behaviors by instilling positive behaviors, educating and providing professional skills and the four pillars to achieve the mission are delinquency prevention, rehabilitation, reintegration and coordination of all activities to fight against delinquency.

In collaboration with SOS children’s villages Rwanda, NRS is undertaking a lead role in developing strategic interventions that define the country’s approach to addressing issues of delinquency and models and best practices for community-based reintegration program. SOS CV Rwanda’s mission of building families for children in need and helping them shape their own futures and share in the development of their communities, aligns with NRS vision of achieving a delinquency free society and our partnership has over the years been direct towards meeting the needs and protecting interests and rights of children without parental care or those at risk of separation with their families. It is through this framework that the organizations are seeking to harmonize and standardize approaches for community-based rehabilitation through developing appropriate tools and models that support the process.

Objective of the assignment
General Objective

The assignment is mainly intended to elaborate guidelines for community-based rehabilitation and family re-integration program, elaborate a specific manual guiding family and community members in preventing streetism and delinquency among youth, a type of Case management including referral /escalation mechanism/process for this specific situation and develop a holistic plan for reintegrating graduates and reunified children from street at grass root level.

Specific objective
• Elaborate a community-based rehabilitation and family re-integration guidelines and design a team at village level as a backbone of community based rehabilitation and their key responsibilities.
• Elaborate a specific manual guiding family and community members in preventing child delinquency, a type of Case management including referral /escalation mechanism/process for this specific situation
• Adapt a training manual for positive parenting to a local context
• Develop a holistic plan for reintegrating graduates and reunified children from street at grass root level
• Conduct a training of trainers (ToT) on positive parenting
• Develop all required forms for reporting

Scope of work
This assignment is intended to develop a community-based rehabilitation program comprising guideline for community-based rehabilitation with focus on children, youth, female and model for family socio-economic strengthening, training manual for family rehabilitation and family re-integration and family reunification follow up process, training manual for positive parenting as well as conduct training of trainers. In addition, the guiding document will be along with forms namely registry of families with conflicts, referral forms to any other place for advanced support and follow up of reunified children and adults reintegrated in the community.
To achieve the above objective, the consultancy firm shall collaborate with National Rehabilitation Services (NRS) and National Child Development Agency (NCDA). The consultancy firm will get other information from Coalition UMWANA KU ISONGA, UYISENGA NI IMANZI and other organization working in the field of caring children.
The expected duration of this assignment is Three (3) months. The Consultancy firm shall begin work upon signing the contract. This time reflects the actual calendar working time of the assignment and also foresees minimum intermediate time for comments, approvals, consultations, etc. In case of delays related to these activities, additional time should be added respectively.

• Interested consultancy firms may obtain more details in terms of references (free of charge) by sending an e-mail to “sos.procurement@sos-rwanda.org” and copy to “sosbnc@sos-rwanda.org” requesting terms of references. Any request for clarification will so addressed to the same e-mail.
• Well written proposals (technical and financial) both in English, must be sent in separate files to “sos.procurement@sos-rwanda.org “with a copy to “sosbnc@sos-rwanda.org” not later than 7/11/2022 at 3pm, local hours. Late submitted proposals shall not be considered.
