Background
TechnoServe is working with a major bilateral donor to design and implement a multi-year program that aims to break the cycle of vulnerability, poverty, and gender inequality in some of Rwanda’s poorest and environmentally fragile districts in the Western and Southern Provinces. The program is using a market systems approach to catalyze systemic changes that result in sustainable, increased incomes for tens of thousands of poor people, particularly women, living in Western and Southern Rwanda. ReGenerate Rwanda applies an environmentally sustainable/regenerative business lens to reduce economic, environmental, and social barriers that keep poor women, youth, and men trapped in poverty and unlock opportunities for their full engagement and benefit from economic opportunities. To achieve its objective, ReGenerate Rwanda is working in close partnership with a diverse range of market actors to support a portfolio of interventions within priority sectors or cross-cutting market functions.
Scope of Work
The purpose of this assessment is to evaluate the sustainability and long-term market-viability of the agent model implemented under the ReGenerate Rwanda Program, as a mechanism to drive off-farm employment. In addition, the assessment will explore broader systemic changes influenced by the program by incorporating perspectives from non-program market actors to determine whether the program has contributed to wider market awareness, behavioral changes, improved access to services, or spillover effects within the target communities. Findings from the assessment will generate evidence-based recommendations to improve program performance and inform strategic decision-making for future implementation and scale-up of the program.
To assess the sustainability of the agent model as a mechanism to drive off-farm employment, and gather early evidence that explores the market incentives and conditions required for the agent model to function. This assignment will also examine broader spillover effects among non-program market actors in order to explore changes to underlying market systems and to identify strengths, gaps, and opportunities for improving program performance.

Scope of Work and Methodology
The consultant is expected to propose a mixed-methods methodology combining qualitative and quantitative approaches. The methodology should include:
Inception Phase
Review relevant program documents and existing data;
Hold inception meetings with the ReGenerate Rwanda Program team;
Develop and submit an inception report including: Methodology; sampling strategy; data collection tools and work plan and timeline.

The assessment should respond to, among others, the following questions:
Agent Experience
How effective are the current recruitment, onboarding, training, supervision, and performance management systems in enabling agents to deliver quality services?
What factors influence agent capacity, motivation, retention, and overall performance, and how do these affect service delivery outcomes?
What operational, financial, and logistical challenges do agents face, and how do these challenges impact their productivity and effectiveness?
Under what operational conditions is the agent model sustainable, scalable, and a profitable livelihood opportunity for agents?
Private Sector Incentives
What incentives motivate private sector partners to participate in and support the agent model?
Under what market, and operational conditions do private sector incentives remain strong, and under what conditions do they fail? To what extent is there evidence of crowding-in by non-program market actors, and what factors influence their decision to adopt or invest in the agent model?
What risks and opportunities affect the long-term sustainability and scalability of private sector engagement in the agent model?

Ownership of Deliverables
All reports, datasets, tools, and materials produced under this consultancy shall remain the property of the ReGenerate Rwanda Program. The consultant shall not share or publish any materials without prior written approval.
Reporting and Supervision
The consultant will carry out this assessment under the supervision of the MEL Manager of the ReGenerate Rwanda Program, who will provide overall technical guidance, review and validate key deliverables, and ensure methodological alignment with the study objectives and the program’s Monitoring, Evaluation, and Learning (MEL) framework.
General Condition of the Consultancy
The consultant and the ReGenerate Rwanda Program will agree on the remuneration and mode of payment prior to the commencement of the assignment. This agreement will clearly define the total consultancy fee, payment schedule, and conditions for disbursement, which will be linked to the satisfactory completion and approval of agreed deliverables.
