Request for Quotation (RFQ) “Provision of accommodation and Hotel facilities Tender at Handicap International Federation (HI)

TERMS OF REFERENCE AND TECHNICAL SPECIFICATIONS 

HANDICAP INTERNATIONAL FEDERATION, invites your hotels located in Huye District to submit your competitive proposals/bids for the “Provision of accommodation and Hotel facilities in Huye District” for a framework agreement for 24 months.

Well-signed offers, written in English or French, must be submitted to the below email address by, 31st December 2025 mid-night; Late proposals will be rejected.

Note: It shall remain the responsibility of the Suppliers to ensure that their proposals are submitted on or before the deadline, Proposals that are received after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

Technical Specifications / Pricing

Please submit your quotation for the provision of hotel accommodation, and meeting facilities package as follows:

Submission Instructions

The following information to be included by the hotel in the quotation:

1. Quoted price in for each item specified in Rwandan francs. (This price should be inclusive of all taxes).
2. Validity period of offer (Offer should be valid for at least 90 days)
3. Payment modality: HI is preferable payment after delivery of services by Bank transfer
4. The Quotation must be on official letterhead with an authorized signature and stamp
5. The Hotels must be located in HUYE District.

Administrative Requirements

Hotel to provide the following as part of his submission:

• Hotel grading certificate from RDB
• Business Registration Certificate 
• VAT registration
• Valid and notified RRA tax clearance 
• Valid and notified RSSB contribution clearance certificate
• 3 certificates from reputable organizations for reference
• Evidence that the Hotel uses EBM 
• Signed Declaration of acknowledgement of policies, ethics, and adhesion to the HI code of conduct (Attached)
• Completing the SPCD data base (Attached)

Electronic submissions must be received at the address specified below by 31st December 2025 mid-night, Kigali Time. Make sure that the submission has the titles of this tender. Submissions must be forwarded in electronic format only in PDF to dao@rwanda.hi.org.
