World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2026-2030 seek to reach 2.5 million of the most vulnerable children. This is done through programming in Child Protection, Education, Nutrition and WASH, and Poverty Alleviation (Resilience and Livelihoods).

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced Rwandan national for the role of Resource Mobilization and Donor Engagement Specialist joining an established and experienced team. This stimulating position incorporates a range of skills and development in multiple areas, allowing for an exciting opportunity for career growth in a dynamic, global organization. It will be based in Kigali, Rwanda, and will report to the Resource Development Manager.

Purpose of the position:

To enhance efficiency, strategic alignment, and end-to-end accountability for resource acquisition, World Vision Rwanda (WVR) is strengthening its resource mobilization function through a senior role that supports donor engagement, business development, pre-positioning, proposal development, and resource acquisition efforts. This approach is intended to enhance coordination across the funding lifecycle, strengthen accountability for results, and assist funding diversification and sustainable growth. The Senior Resource Development and Donor Engagement Specialist plays a key role in advancing WVR's resource mobilization agenda. The position supports efforts to detect, position for, and secure funding across institutional, private sector, and domestic funding streams while strengthening donor engagement, stewardship, and organizational positioning. This includes cultivating relationships with institutional donors, bilateral and multilateral agencies, foundations, private sector actors, philanthropic organizations, and domestic funding stakeholders in assist of WVR's Strategic Objectives.

MAJOR RESPONSIBILITES

30% Strategic Donor Engagement, Pre-positioning and Opportunity Management

End Results: Strengthened donor engagement and stewardship across institutional, bilateral, multilateral, UN, foundation, private sector, and domestic funding partners. Enhanced donor intelligence, competitor mapping and strategic positioning, resulting in increased visibility and readiness for funding opportunities. Well-managed funding pipeline and opportunity tracking that supports resource acquisition planning and decision-making. Improved organizational representation and partner engagement, leading to stronger relationships, strategic partnerships, donor retention and competitive positioning in the funding landscape. donor engagement plan/strategy for each Financial Year. Strengthen innovation through innovative financing mechanisms, digital fundraising, innovative partnerships and new donor approaches

35% Proposal Development and Quality Assurance

End Results: High-quality, competitive, and compliant funding proposals developed and submitted in accordance with donor requirements and organizational standards. Effective cross-functional coordination of proposal processes, ensuring timely inputs, clear accountability, and on-time submissions. Strengthened strategic partnerships and consortium engagement, supporting localization and enhanced competitiveness for funding opportunities. Improved proposal development systems, tools, and quality assurance mechanisms, resulting in greater efficiency, consistency, and proposal success rates.

20% Domestic Resource Mobilization

End Results: Strengthened domestic resource mobilization and fundraising performance through effective implementation of local fundraising initiatives and campaigns. Enhanced corporate and donor engagement, resulting in increased sponsorship opportunities, partnerships, and local giving support. Compelling donor-facing materials and fundraising propositions developed and utilized, contributing to improved fundraising outcomes and sustainable revenue growth.

5% Resource Development Systems and Reporting

Strategic Donor Intelligence and Funding Analysis - Robust donor intelligence, funding landscape analysis, and strategic insights generated to inform resource mobilization priorities, donor engagement strategies, positioning efforts, and funding decisions. Funding Pipeline and Opportunity Management - Accurate and up-to-date tracking of funding opportunities, donor engagements, proposal progress, Go-No Go decisions and acquisition outcomes within IMPAQ and related systems, providing reliable visibility of the funding pipeline and supporting resource acquisition planning. Resource Mobilization Reporting and Performance Insights - Timely production of resource mobilization reports, dashboards, and management insights to monitor performance, assess progress against targets, and support evidence-based decision-making. Strategic Planning and Organizational Readiness - Enhanced organizational planning, positioning, and funding readiness through the effective use of donor intelligence, opportunity forecasting, pipeline analysis, and resource mobilization data. Strengthen GAM data governance to ensure data driven decision making in acquisition stemming out of quality data. Strengthen knowledge management by use of available organisational platforms such as box to maintain donor intelligence data bases, proposal library and lessons learnt

5% Capacity Strengthening and Knowledge Management

End Results: Enhanced staff capacity in proposal development, donor compliance, and resource acquisition practices through training, coaching, and technical support. Strengthened organizational learning and institutional knowledge through effective knowledge sharing, documentation of best practices, and dissemination of lessons learned.

5% Other Responsibilities

End Results: Effective contribution to National Office planning, review processes, organizational priorities, and special assignments, ensuring alignment of resource acquisition efforts with broader organizational goals and operational needs.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

Minimum 5-7 years of progressive experience in resource mobilization, donor engagement, business development, strategic partnerships, and proposal development within the international development, humanitarian, or non-profit sector. Demonstrated experience securing and managing competitive funding opportunities from institutional donors, bilateral and multilateral agencies, United Nations organizations, Foundations, Trusts, Government and private sector partners. Familiarity with UN funding portals and government engagement co creation processes is an advantage. Proven experience in resource acquisition and proposal management, including donor positioning, funding pipeline management, opportunity assessment, concept development, and consortium building. Demonstrated experience building and managing strategic relationships with donors, government institutions, development partners, and other key stakeholders. Experience coordinating cross-functional teams and complex proposal processes involving technical, programmatic, finance, operations, and support functions. Experience in donor intelligence, funding analysis, reporting, knowledge management, and capacity strengthening to support organizational growth, competitiveness, and resource acquisition performance.

Required Education, training, license, registration, and certification

Education

Master's Degree in International Development, Business Administration, Economics, Social Sciences, Public Policy, Communications, International Relations, Project Management, or a related field. A Bachelor's Degree in a relevant field combined with substantial and relevant professional experience may be considered. If a foreign institution issues the degree, an equivalence certificate from the Rwanda Higher Education Council (HEC) will be required)

Professional Training

Training in resource mobilization, donor engagement, proposal development, business development, grant acquisition, partnership development, or fundraising. Training in project design methodologies, results-based management, proposal costing and budgeting, donor compliance, or grant management is an added advantage.

Professional Certifications (Desirable)

Certification in Project Management (PMP, PRINCE2, or equivalent) is an advantage. Certification in fundraising, resource mobilization, grant management, business development, or partnership management is desirable. Relevant certifications in Monitoring, Evaluation, Accountability and Learning (MEAL), Results-Based Management, or strategic planning are an added advantage.
