The Ministry of ICT and Innovation (MINICT) is seeking a Sector Strategic Planning Specialist to contribute to the development and implementation of strategic plans within the sector. This role is crucial for ensuring effective planning, monitoring, and reporting of sector initiatives and budget execution.
Responsibilities or duties
The Sector Strategic Planning Specialist will be responsible for:
- Participating in the preparation of various strategic plans of the sector.
- Consolidating action plans from different units and institutions in the sector.
- Supporting the implementation, monitoring, and update of sector strategic plans.
- Preparing the sector strategic plan and budget in a timely manner and according to professional standards.
- Developing tools for reporting and sharing them with different units and institutions in the sector.
- Developing guidelines and procedures to report on the implementation and impact of budget execution and procurement plan in the sector.
- Working with all Units, Programs, and institutions in the sector to ensure reporting deadlines prior to final submission are met and consolidating the sector’s quarterly and annually report.
- Consolidating budget from different units and institutions in the sector and ensuring the linkage between the plans and the budgets.
- Analyzing and consolidating the MTEFs from various units and institutions in the sector.
- Liaising closely with the Finance Units of different institutions in the sector, for validation of financial reports.
- Maintaining a list/database to track Planning, Monitoring and Evaluation and Reporting (PMER) capacities of all staff of different institutions in the sector.
- Contributing to training on good PMER practices of all staff of different institutions in the sector.

This is a contract position. The role reports to the Future Planning Director General. Exams will be conducted, including a Psychometric Test, Written Test, and Oral Test.
