Background

Living Water Living Water International (LWI) is a faith-based non-profit organization that helps communities in developing countries to create sustainable water, sanitation and hygiene (WASH) programs in response to the global water crisis. Living Water International has been operating in Rwanda since 2007.

LWI Rwanda is hiring for a role of A Snr Human Resource Officer who brings dedicated support, leadership, to the Human Resources Development functions with the aim of optimizing the performance, sustaining the culture and ensuring alignment with LWI goals. The Snr HR Officer is the primary point of service in providing advice and counsel on all HR related matters to the Country Office, including but not limited to employee relations, organization change, performance management, talent acquisition/recruitment Learning and Development.

This position ensures implementation of the global and Country LWI HR policies and procedures and compliance of the Rwanda national labor legislation.

This is a full-time position based at Living Water International- Rwanda Country Office in Kigali.

Key Responsibilities:

  • Coordinate end-to-end recruitment, including job descriptions, advertising, selection, and onboarding in line with LWI policies.
  • Advise the Country Director on labor law, staffing, and HR policy compliance.
  • Implement and monitor HR policies and procedures across the Country Office.
  • Manage payroll, annual HR budgeting, and HR reporting systems (HRIS).
  • Lead employee performance management, learning, capacity building, and staff development initiatives.
  • Develop and coordinate employee training programs with departmental leaders.
  • Handle employee relations, including grievances, disciplinary processes, and staff welfare initiatives.
  • Support work permit, visa, and other employment compliance requirements.
  • Foster a positive organizational culture aligned with LWI's vision, mission, and Christian values, and contribute to Leadership Team initiatives.
  • Manage staff leave administration and perform other HR duties as assigned by the Country Director.

Minimum job requirements

  • MUST be a committed Christian with personal relationship with Christ Jesus.
  • Bachelor’s degree in human resource management, Psychology, Business Administration or any other HR related field is required.
  • Five (5) years’ proven working experience as an HR Officer or Generalist with exposure to all HR functions from recruitment staff development, compensation, performance management and staffing among others.
  • Experience in supervising and managing several roles simultaneously.
  • Knowledge and working experience with HRIS with strong analytical skills and computer literacy.
  • Highly proficient in English, with good organizational verbal and written communication skills.
  • Experience, ability, and motivation to enforce prudent HR discipline and create team-oriented environment,
  • Experience with I-NGO or a national civil society is a definite advantage.
  • Ability to work with minimal supervision, while developing human and administrative systems.
  • Membership of Rwanda Human Resource Management Organization is a MUST.
  • International Human Resource Certification is an advantage
