Our interventions in the strategic period of 2026-2030 seek to reach 2.5 million of the most vulnerable children. This is done through programming in Child Protection, Education, Nutrition and WASH, and Poverty Alleviation (Resilience and Livelihoods).
World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced Rwandan national for the role ofSenior Resource Development Manager, joining an established and experienced team. It will be based in Kigali at the Head Office and will report to theNational Director.
Purpose of the position:
The Senior Resource Development Manager provides strategic leadership and overall accountability for World Vision Rwanda's resource mobilization and external engagement agenda. The position leads the development and implementation of strategies that secure sustainable and diversified funding, strengthen organizational positioning, and advance strategic relationships that contribute to the achievement of World Vision Rwanda's Strategic Objectives. As a member of the Senior Leadership Team, the Manager provides organizational leadership on resource acquisition, donor engagement, funding diversification, business development, and market positioning across institutional, private sector, philanthropic, and domestic funding streams. The role ensures that World Vision Rwanda is strategically positioned within the development landscape, influences key stakeholders, and secures the resources required to deliver sustainable impact for vulnerable children, families, and communities. The Manager serves as a principal advisor to the National Director and Senior Leadership Team on donor trends, development financing, external relations, strategic opportunities, and organizational growth priorities.
MAJOR RESPONSIBILITIES
15% Strategic Leadership and Organizational Growth
- Effective implementation of World Vision Rwanda's Resource Mobilization Strategy, resulting in achievement of organizational resource acquisition objectives.
- Diversified and sustainable funding portfolio that supports organizational growth, resilience, and long-term impact.
- Strong alignment between resource acquisition priorities and National Strategy objectives, ensuring resources are directed toward strategic priorities.
- Enhanced organizational decision-making through timely advisory support on funding opportunities, market trends, and resource mobilization risks.
- A culture of innovation, accountability, and resource stewardship embedded across the organization, strengthening funding competitiveness and sustainability.
20% External Relations, Donor Engagement and Positioning
- Enhanced organizational visibility, reputation, and influence among donors, government institutions, development partners, foundations, and private sector stakeholders.
- Strong and sustainable strategic relationships established and maintained with senior donor representatives, decision-makers, and key development partners.
- World Vision Rwanda positioned as a preferred and credible development partner in national, regional, and international forums.
- Increased strategic partnership and resource acquisition opportunities through effective representation, stakeholder engagement, and high-level negotiations.
Knowledge/Qualifications for the role
Required Professional Experience
- Minimum 7 - 10 years of progressive experience in resource mobilization, donor engagement, business development, strategic partnerships, and grant acquisition, including senior leadership responsibility.
- Demonstrated track record of securing significant funding from institutional donors, bilateral and multilateral agencies, UN organizations, foundations, private sector partners, and domestic funding sources.
- Proven experience leading resource acquisition and business development functions, including donor positioning, funding pipeline management, partnership development, opportunity prioritization, and strategic funding decisions.
- Experience overseeing donor intelligence, portfolio management, funding diversification, and resource mobilization systems to support long-term organizational growth and impact.
- Extensive experience building and managing high-level relationships with donors, government institutions, development partners, foundations, private sector leaders, and other strategic stakeholders.
- Demonstrated success leading complex proposal development processes, consortium building, negotiations, and high-value funding pursuits involving multidisciplinary teams and multiple stakeholders.
- Experience advising senior leadership on donor trends, development financing, funding risks, resource mobilization strategies, and organizational growth opportunities.
- Proven leadership experience in developing high-performing teams, strengthening organizational capacity, and driving resource mobilization performance and sustainability.
Required Education, training, license, registration, and certification
Education
- Master's Degree in International Development, Business Administration, Economics, Public Policy, International Relations, Communications, Social Sciences, or a related field.
- A Bachelor's Degree in a relevant discipline, combined with substantial senior-level resource mobilization and leadership experience, may be considered.
- NOTE: If a foreign institution issued the degree, an equivalence certificate from the Rwanda Higher Education Council (HEC) will be required)
Professional Training
- Advanced training in resource mobilization, donor engagement, business development, strategic partnerships, fundraising, grant acquisition, or organizational growth.
- Training in strategic planning, development financing, results-based management, proposal design, donor compliance, and grant management is an advantage.
Professional Certifications (Desirable)
- Professional certification in Project Management (PMP, PRINCE2, or equivalent).
- Certification in fundraising, resource mobilization, grant management, business development, partnership management, or leadership development.
- Additional certifications in strategic planning, organizational development, MEAL, or Results-Based Management are desirable.
License / Registration
- No specific professional license or registration required.

- Advanced proficiency in Microsoft Office Suite and resource mobilization, donor intelligence, pipeline management, and grants management systems.

- Familiarity with project design, results-based management, proposal development, budgeting, grant management, and funding portfolio oversight.
- Knowledge of donor intelligence platforms, pipeline management systems, grants management tools, and resource mobilization reporting frameworks.
- Strong strategic thinking, analytical, stakeholder management, networking, influencing, negotiation, and communication capabilities, with the ability to engage effectively at senior levels.
- Experience working in international development, humanitarian, faith-based, or comparable sectors, with a strong understanding of the external funding environment.
