UMUCYO SACCO RWAMAGANA is a District Savings and Credit Cooperative (D-SACCO) established through the consolidation of the fourteen (14) Umurenge Savings and Credit Cooperatives (U-SACCOs) operating within Rwamagana District, in line with the Government of Rwanda's SACCO Consolidation Framework and under the regulatory supervision of the National Bank of Rwanda (BNR). The institution is committed to providing accessible, reliable, and innovative financial services that promote financial inclusion and improve the socio-economic well-being of its members.
To strengthen its team and support the achievement of its strategic objectives, UMUCYO SACCO RWAMAGANA invites applications from qualified, competent, committed, proactive, and self-motivated individuals to fill the following position.
Responsibilities or duties
The Senior Risk & Compliance Officer is responsible for identifying, assessing, monitoring, and mitigating institutional risks while ensuring compliance with applicable laws, regulations, National Bank of Rwanda (BNR) directives, internal policies, and governance standards. The position leads the implementation of the Enterprise Risk Management (ERM) and Compliance Framework, monitors key risk indicators and internal controls, supports Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) compliance, business continuity, and regulatory reporting, and provides risk-based advice to Management and the Board. The role works closely with all departments to strengthen risk management practices, promote a culture of compliance, safeguard the institution's assets and reputation, and support the achievement of UMUCYO SACCO RWAMAGANA's strategic objectives.
Key roles and responsibilities include:
Under the supervision and guidance of the Head of internal audit & compliance:
- To work diligently on the assigned work on time and to produce results;
- To comply with the instructions of the employer or his/her representative;
- To comply with the laws, regulations and decisions of the Cooperative;
- To take good care of and manage the equipment assigned to him/her in his/her work;
- To be at work and to respect working days and hours;
- To maintain confidentiality of work;
- To provide basic identification documents before starting work;
- To follow the principles and rules governing the conduct of the Cooperative's business activities;
- Works out a draft of the risk management strategy;
- Sets up and adjusts the risk and capital inventory;
- Conducts risk measurement and stress testing on future liquidity chocks;
- Defines and assesses the early warning indicators;
- Proposes instruments for risk steering;
- Drafts the risk management reports ensuring that major risks are identified and reported including measures and recommendations;
- Supports in the implementation of internal controls;
- Continuously, enhance policies, practices and other control mechanisms to manage risks;
- Investigating potential violations of compliance policies and regulations;
- Advising management on compliance with laws, regulations, directives, rules and standards applicable to the Cooperative;
- Assisting management to effectively manage the cooperative’s risk;
- Educating staff on compliance issues;
- Drafts the contingency plan to manage liquidity risk;
- Perform other duties that are not contrary to the laws and regulations required by the head of internal Audit and Compliance his/her superior body.
Required Skills
- Strong cash handling and numerical accuracy skills
- Excellent customer service and interpersonal skills
- High level of integrity, honesty, and confidentiality
- Attention to detail and ability to detect errors or irregularities
- Good communication skills (verbal and written)
- Ability to work under pressure and meet deadlines
- Basic computer skills, especially in MS Excel and core banking systems
- Teamwork and willingness to support other branches when assigned
Qualification Criteria / Job Requirements
- Bachelor’s degree in Economics, Accounting, Finance or related field.
- Deep Knowledge in Financial Risk Issues and Mitigations.
- Excellent understanding of banking and financial regulations.
- Good skills in Excel, Word, PowerPoint and other Microsoft Office packages.
- Good strategic thinking, with risk and control consciousness.
- Strong analytic skills.
- High attention to detail and excellent analytical skills.
- Excellent communication skills
- Professionalism and integrity.
- Proven knowledge of auditing standards and procedures, laws, rules and regulations.
- Advanced computer skills on MS Office and Core Banking Software.
Experience needed
Three (3) years of experience in auditing, and a thorough understanding of Microfinance Banking and accounting practices.
Professional qualification in auditing is added value;
